                   A  BILL  FOR  AN  ACT

RELATING TO LEGISLATIVE PROCEEDINGS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 21, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§21-    Translators for legislative proceedings.  Each
 
 5 house of the legislature shall develop procedures for supplying
 
 6 Hawaiian language translators at official legislative proceedings
 
 7 to assist persons who wish to testify in the Hawaiian language.
 
 8 The respective houses may require that requests be made at a
 
 9 specified time in advance to provide the services; however, in no
 
10 case shall the request be denied if made within two business days
 
11 of the announcement of the hearing.  Translators shall translate
 
12 legislative proceedings, including public testimony and
 
13 discussion, for the legislature and the public.
 
14      Nothing in this section shall require a written transcript
 
15 of the hearing or other proceeding in the Hawaiian language."
 
16      SECTION 2.  New statutory material is underscored.
 
17      SECTION 3.  This Act shall take effect upon its approval.
