                     A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR A WEIGHT TRAINING ROOM FOR PEARL CITY
   HIGH SCHOOL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that young people need the
 
 2 opportunity to embrace a philosophy of life that exalts and
 
 3 combines, in a balanced whole, the qualities of body, will, and
 
 4 mind.  The blending of high school sports--such as weight
 
 5 training--with culture and education can create a way of life
 
 6 based on the joy found in effort, the educational value of good
 
 7 example, and respect for universal ethical principles.  Sports
 
 8 can be a means of harmoniously developing a young person's body,
 
 9 will, and mind, and of teaching that person to live at peace
 
10 within and without.  Consequently, this Act appropriates funds
 
11 for the planning, design, construction, and equipping of a weight
 
12 training room for Pearl City high school.
 
13      SECTION 2.  The director of finance is authorized to issue
 
14 general obligation bonds in the sum of $400,000, or so much
 
15 thereof as may be necessary, and the same sum, or so much thereof
 
16 as may be necessary, is appropriated for fiscal year 2000-2001,
 
17 for the planning, design, construction, and equipping of a weight
 
18 training room for Pearl City high school.

 1      SECTION 3.  The appropriation made for the capital
 
 2 improvement project authorized in this Act shall not lapse at the
 
 3 end of the fiscal year for which the appropriation is made;
 
 4 provided that all moneys from the appropriation unencumbered as
 
 5 of June 30, 2002, shall lapse as of that date.
 
 6      SECTION 4.  The sum appropriated shall be expended by the
 
 7 department of accounting and general services for the purpose of
 
 8 this Act.
 
 9      SECTION 5.  This Act shall take effect on July 1, 2000.
