Amends the state constitution to establish the year 2000 and
every 10th year thereafter as reapportionment years and to
require the representatives' districts to be reapportioned into

                   A  BILL  FOR  AN  ACT

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION TO ESTABLISH 2000
   AND EVERY TENTH YEAR THEREAFTER AS REAPPORTIONMENT YEARS AND
   TO REQUIRE THAT STATE LEGISLATIVE DISTRICTS BE REAPPORTIONED
   INTO MULTI-MEMBER DISTRICTS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to propose amendments
 
 2 to the Constitution of the State of Hawaii to establish 2000 and
 
 3 every tenth year thereafter as reapportionment years and to
 
 4 require the reapportionment commission to reapportion the state
 
 5 house of representatives' legislative districts into multi-member
 
 6 districts.
 
 7      SECTION 2.  Article IV of the Constitution of the State of
 
 8 Hawaii is amended as follows:
 
 9      1.   By amending section 1 to read:
 
10                      "REAPPORTIONMENT YEARS
 
11      Section 1.  The year [1973, the year 1981,] 2000 and every
 
12 tenth year thereafter shall be reapportionment years."
 
13      2.   By amending section 4 to read:
 
14              "APPORTIONMENT AMONG BASIC ISLAND UNITS
 
15      Section 4.  The commission shall allocate the total number
 
16 of members of each house of the state legislature being
 
17 reapportioned among the four basic island units, namely:  (1) the
 
18 island of Hawaii, (2) the islands of Maui, Lanai, Molokai and

 1 Kahoolawe, (3) the island of Oahu and all other islands not
 
 2 specifically enumerated, and (4) the islands of Kauai and Niihau,
 
 3 using the total number of permanent residents in each of the
 
 4 basic island units and computed by the method known as the method
 
 5 of equal proportions[;] and shall provide for representation in
 
 6 the state house of representatives by twenty-four two-member
 
 7 districts and one three-member district; except that no basic
 
 8 island unit shall receive less than one member in each house."
 
 9      SECTION 3.  The question to be printed on the ballot shall
 
10 be as follows:
 
11      "Shall the year 2000 and every tenth year thereafter be
 
12      reapportionment years and shall the reapportionment
 
13      commission be required to reapportion the state house of
 
14      representatives' legislative districts into twenty-four two-
 
15      member districts and one three-member district?"
 
16      SECTION 4.  Constitutional material to be repealed is
 
17 bracketed.  New constitutional material is underscored.
 
18      SECTION 5.  This amendment shall take effect upon compliance
 
19 with article XVII, section 3, of the Constitution of the State of
 
20 Hawaii.
