                   A  BILL  FOR  AN  ACT

RELATING TO THE HAWAIIAN LANGUAGE COLLEGE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Hawaiian language
 
 2 college known as Ka Haka `Ula O Ke`elikolani was established by
 
 3 the 1997 legislature at the University of Hawaii at Hilo to serve
 
 4 as a focal point for the revitalization of the Hawaiian language.
 
 5 Since its establishment, the college has successfully carried out
 
 6 the purposes for which it was established including initiation of
 
 7 a graduate program in the Hawaiian language, a teacher education
 
 8 certificate program in the Hawaiian language, and a laboratory
 
 9 school program in the Hawaiian language.  These programs are the
 
10 first of their kind for a native American language and make
 
11 extensive use of technology.
 
12      Outreach to other indigenous people is a regular part of the
 
13 activities of the college, and student exchanges have been
 
14 initiated as part of the Hawaiian studies program.  In further
 
15 developing its graduate program, the college is encouraged to
 
16 make provisions to allow for other indigenous people to be
 
17 included in its programs.
 
18      The purpose of this Act is to require the Hawaiian language
 
19 college at the University of Hawaii at Hilo to develop and to
 
20 incorporate programs for other indigenous people.

 1      SECTION 2.  Section 304-70, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "[[]§304-70[]]  Functions.  In addition to providing a
 
 4 quality education primarily through the medium of the Hawaiian
 
 5 language, the college shall:
 
 6      (1)  Provide an indigenous language outreach program to
 
 7           involve indigenous language scholars and to maintain
 
 8           and develop the program's Polynesian language database;
 
 9      (2)  Provide a Hawaiian medium teacher training program
 
10           incorporating Nawahiokalani`opu`u school and other
 
11           schools, as appropriate, as laboratory schools; [and]
 
12      (3)  Maintain a Hawaiian language support center with
 
13           educational specialists in the areas of research,
 
14           curriculum development, language development, archival
 
15           work, and educational technology[.]; and
 
16      (4)  Incorporate programs for other indigenous people, as
 
17           appropriate."
 
18      SECTION 3.  Act 315, Session Laws of Hawaii 1997, is amended
 
19 by amending section 5 to read as follows:
 
20      "SECTION  5.  [Notwithstanding any law to the contrary,
 
21 general funds shall not be appropriated to fund the continuation
 
22 of the Hawaiian language college at the University of Hawaii at
 
23 Hilo if initial funds are deemed inadequate or become

 1 unavailable.]  The University of Hawaii shall continue to work
 
 2 with the office of Hawaiian affairs, the federal government, and
 
 3 'Aha Punana Leo, Inc., to establish additional funding for the
 
 4 needs of the college."
 
 5      SECTION 4.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $350,000 or so much
 
 7 thereof as may be necessary for fiscal year 2000-2001 to develop
 
 8 and expand programs for the Hawaiian language college at the
 
 9 University of Hawaii at Hilo.
 
10      The sum appropriated shall be expended by the University of
 
11 Hawaii for the purposes of this Act.
 
12      SECTION 5.  Statutory material to be repealed is bracketed.
 
13 New statutory material is underscored.
 
14      SECTION 6.  This Act shall take effect on July 1, 2000.
