                   A  BILL  FOR  AN  ACT

RELATING TO COLLEGE FUNDING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 304-7.5, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (a) to read as follows:
 
 3      "(a)  Beginning in fiscal year 1998-1999, and every year
 
 4 thereafter, the general fund budget appropriations for the
 
 5 University of Hawaii shall be an amount not less than three times
 
 6 and not greater than five times the amount of regular tuition and
 
 7 related fee revenues estimated for that fiscal year[.]; provided
 
 8 that beginning in fiscal year 2000-2001, if any general fund
 
 9 budget appropriation request exceeds by more than one percentage
 
10 point the general funds appropriated in the prior fiscal year,
 
11 the university shall first submit to an outside financial audit
 
12 to determine whether the additional increase in general funds is
 
13 both necessary and prudent to meet the financial needs of the
 
14 university and provide a copy of the financial audit to the
 
15 legislature in support of the university's budget request."
 
16      SECTION 2.  Statutory material to be repealed is bracketed.
