                     A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the State is
 
 2 obligated under the Felix v. Cayetano consent decree to improve
 
 3 services to special education students.  The Felix management and
 
 4 accountability study recommends a change in the formula for
 
 5 allocating regular education teachers so that each special
 
 6 education student is counted as one whole regular education
 
 7 student.  This Act appropriates funds and creates the necessary
 
 8 positions to implement this recommendation.
 
 9      SECTION 2.  There is appropriated out of the general
 
10 revenues of the State of Hawaii the sum of $1 or so much thereof
 
11 as may be necessary for fiscal year 2000-2001 for the
 
12 establishment of two hundred sixty full-time equivalent (260 FTE)
 
13 permanent teacher positions in the department of education.
 
14      SECTION 3.  The sum appropriated shall be expended by the
 
15 department of education for the purposes of this Act.
 
16      SECTION 4.  This Act shall take effect on July 1, 2000.
