DESCRIPTION:  Removes employees of the University of Hawaii from
the purview of the State Ethics Commission and requires the
University to develop and enforce its own code of ethics.

                   A  BILL  FOR  AN  ACT

RELATING TO ETHICS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 84, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to part IV to be appropriately designated
 
 3 and to read as follows:
 
 4      "§84-    University of Hawaii.  The powers and duties
 
 5 assigned to the commission in this part shall, with respect to
 
 6 the University of Hawaii, except for the members of the board of
 
 7 regents and the president, be assigned to the board of regents."
 
 8      SECTION 2.  Chapter 304, Hawaii Revised Statutes, is amended
 
 9 by adding a new section to be appropriately designated and to
 
10 read as follows:
 
11      "§304-    Ethics.  (a)  The board of regents shall establish
 
12 a system for prescribing and enforcing a code of ethics for its
 
13 employees, except for the members of the board of regents and the
 
14 president, who shall remain under the purview of the ethics
 
15 commission pursuant to chapter 84.
 
16      (b)  As used in this section, the term "employee" shall have
 
17 the same meaning as provided in chapter 84."
 
18      SECTION 3.  New statutory material is underscored.
 
19      SECTION 4.  This Act shall take effect upon its approval.
