                   A  BILL  FOR  AN  ACT

RELATING TO THE STUDENT CRIMESTOPPERS PROGRAMS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The national survey conducted by the department
 
 2 of education's national center for education and statistics found
 
 3 that more than sixteen thousand fights with weapons, four
 
 4 thousand rapes and sexual assaults, and seven thousand robberies
 
 5 took place in America's schools.  Crimes in Hawaii, however, have
 
 6 decreased due to a dual approach that incorporates stronger
 
 7 enforcement of existing sanctions, together with school and
 
 8 community-based preventive initiatives.
 
 9      The Honolulu crimestoppers board of directors approved the
 
10 start of one such successful preventative initiative, the pilot
 
11 program of the student crimestoppers in March 1997.  The program
 
12 was established to aid law enforcement in reducing the crime rate
 
13 in schools, on school grounds, and in the neighboring
 
14 communities.  Farrington high school, Dole middle school, Aiea
 
15 high school, McKinley high school and Leilehua high school
 
16 participated in the initial pilot program.
 
17      In its first year, 1997, the Oahu program received seventeen
 
18 tips and one reward was paid; in 1998, there were fourteen tips
 
19 and two recommended rewards were not claimed.  Internationally,
 
20 only about six per cent of students collect rewards they have

 1 earned.  These statistics demonstrate that money is not the
 
 2 motivating factor for students who participate in crimestoppers.
 
 3      The legislature supports the 1999 Hawaii state student
 
 4 conference recommendation for funding to continue the student
 
 5 crimestoppers program and finds that appropriating funds for the
 
 6 program is an appropriate action for the legislature to take to
 
 7 maintain a safe and secure environment in public schools across
 
 8 the State.
 
 9      SECTION 2.  There is appropriated out of the general
 
10 revenues of the State of Hawaii the sum of $1 or so much thereof
 
11 as may be necessary for fiscal year 2000-2001 for the
 
12 development, implementation, and continuation of student
 
13 crimestoppers programs that allow students to take action against
 
14 victimization and crime and to create a safe and secure
 
15 environment in and around public school campuses.
 
16      SECTION 3.  The sum appropriated shall be expended by the
 
17 department of education for the purposes of this Act.
 
18      SECTION 4.  This Act shall take effect on July 1, 2000.
