                   A  BILL  FOR  AN  ACT

RELATING TO PUBLIC EMPLOYEES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that public employees are
 
 2 often unaware of changes in the law that affect their retirement
 
 3 benefits.  The same is true for those who are already retired.
 
 4 As the pace of change intensifies, the need to keep public
 
 5 employees informed of these changes increases with each
 
 6 legislative session.  The purpose of this Act is to put in place
 
 7 a mechanism that would annually inform public employees and
 
 8 retirees of the most recent legislative changes that may affect
 
 9 their retirement benefits and that may play a role in their
 
10 decision to continue in public service or to retire.
 
11      SECTION 2.  Chapter 76, Hawaii Revised Statutes, is amended
 
12 by adding a new section to be appropriately designated and to
 
13 read as follows:
 
14      "§76-     Public employees; annual retirement benefits
 
15 information updates.  (a)  The department of human resources
 
16 development, with the assistance of the board of trustees of the
 
17 employees' retirement system of the State of Hawaii, shall
 
18 annually research, compile, and distribute to all active public
 
19 employees in the State, retirement benefits information for the

 1 use of public employees, especially those nearing retirement.
 
 2 The information shall be updated annually to include the most
 
 3 recent changes in legislation affecting retirement benefits.
 
 4      (b)  The department of human resources development shall
 
 5 assist the board of trustees of the employees' retirement system
 
 6 of the State of Hawaii to provide similar information to retired
 
 7 public employees pursuant to section 88-   ."
 
 8      SECTION 3.  Chapter 88, Hawaii Revised Statutes, is amended
 
 9 by adding a new section to be appropriately designated and to
 
10 read as follows:
 
11      "§88-     Retirees; annual retirement benefits information
 
12 updates.  (a)  The board of trustees, with the assistance of the
 
13 department of human resources development, shall annually
 
14 research, compile, and distribute to all retired public employees
 
15 in the State, retirement benefits information for the use of
 
16 retired public employees.  The information shall be updated
 
17 annually to include the most recent changes in legislation
 
18 affecting retirement benefits.
 
19      (b)  The board of trustees shall assist the department of
 
20 human resources development to provide similar information to
 
21 active public employees pursuant to section 76-   ."
