                   A  BILL  FOR  AN  ACT

RELATING TO THE OLD KAIMUKI PUBLIC LIBRARY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that Kaimuki is a stable,
 
 2 family-oriented neighborhood whose members are growing older.
 
 3 This area needs additional public facilities to meet the needs of
 
 4 its growing senior citizen population.  Unlike some other
 
 5 neighborhoods on Oahu, Kaimuki does not enjoy the use of a public
 
 6 facility that is dedicated primarily to meeting the needs of the
 
 7 neighborhood's senior citizen population.
 
 8      The legislature further finds that a facility known as the
 
 9 "old Kaimuki public library," located at 1106 Koko Head Avenue,
 
10 would make an ideal senior citizens center because it is:
 
11      (1)  Already owned by the State;
 
12      (2)  Situated near two bus routes;
 
13      (3)  Within walking distance of many homes in Kaimuki; and
 
14      (4)  Essentially one large, undivided space.
 
15      The purpose of this Act is to convert the old Kaimuki public
 
16 library to a senior center that is operated by a private not-for-
 
17 profit agency by designating the facility as a senior center,
 
18 requiring its existing tenants to vacate it, and appropriating
 
19 funds for renovation.

 1      SECTION 2.  The facility known as the old Kaimuki public
 
 2 library, which is located at 1106 Koko Head Avenue, is designated
 
 3 as a senior center.
 
 4      SECTION 3.  The department of accounting and general
 
 5 services shall submit to the legislature no later than twenty
 
 6 days prior to the convening of the regular session of 2000 a plan
 
 7 to convert the old Kaimuki public library to a senior center to
 
 8 be operated by a private not-for-profit organization, including:
 
 9      (1)  Transferring the existing tenants to another location
 
10           by July 1, 2000; and
 
11      (2)  Renovating the facility to accommodate activities for
 
12           senior citizens.
 
13      SECTION 4.  To facilitate the establishment of a senior
 
14 center, the tenants currently occupying the old Kaimuki library
 
15 shall vacate it by July 1, 2000.
 
16      SECTION 5.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $50,000 for fiscal
 
18 year 1999-2000 for the renovation of the old Kaimuki library to
 
19 convert it into a senior center.  
 
20      SECTION 6.  The sum appropriated shall be expended by the
 
21 department of accounting and general services for the purposes of
 
22 this Act.
