                   A  BILL  FOR  AN  ACT

RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section HRS 353F-4, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§353F-4 Composition; expenses.(a)  The corrections
 
 4 population management commission shall consist of [nine] ten
 
 5 members.  The state attorney general, the director of public
 
 6 safety, the prosecuting attorney of the city and county of
 
 7 Honolulu, the state public defender, [and] the chairperson of the
 
 8 Hawaii paroling authority, the president of the senate and the
 
 9 speaker of the house of representatives, or their designated
 
10 representatives, shall be members of the commission.
 
11 [Additionally, the] The chief justice of the Hawaii supreme court
 
12 shall appoint one judge and one adult probation administrator of
 
13 the judiciary as members of the commission.  Finally, the
 
14 governor shall select one member from the private sector who is
 
15 knowledgeable in issues pertaining to reintegrating offenders
 
16 into the community, this member shall be drawn from a list of
 
17 candidates nominated by members of the public.  [Finally, one
 
18 member each shall be appointed by the president of the senate and
 
19 the speaker of the house of representatives.]

 1      (b)  The members of the commission shall serve without
 
 2 compensation but shall be reimbursed for expenses necessary in
 
 3 the performance of their duties.
 
 4      (c)  The governor shall appoint the chairperson of the

 7      SECTION 2.  Statutory material to be repealed is bracketed.
 
 8 New statutory material is underscored.
 
 9      SECTION 3.  This Act shall take effect upon its approval.
