                   A  BILL  FOR  AN  ACT

RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section HRS 353F-4, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§353F-4 Composition; expenses.(a)  The corrections
 
 4 population management commission shall consist of [nine] ten
 
 5 members.  The state attorney general, the director of public
 
 6 safety, the prosecuting attorney of the city and county of
 
 7 Honolulu, the state public defender, and the chairperson of the
 
 8 Hawaii paroling authority, or their designated representatives,
 
 9 shall be members of the commission.  [Additionally, the] The
 
10 chief justice of the Hawaii supreme court shall appoint one judge
 
11 and one adult probation administrator of the judiciary as members
 
12 of the commission.  The governor shall select one member from the
 
13 private sector who is a specialist in the substance abuse
 
14 treatment field, this member shall be drawn from a list of
 
15 candidates nominated by members of the public.  The president of
 
16 the senate shall select one member who is a scholar or expert in
 
17 gender-specific corrections programs, this member shall be drawn
 
18 from a list of candidates nominated by members of the public.
 
19 Finally, the speaker of the house shall select one member who is
 
20 a provider of services for exiting offenders, this member shall

 1 be drawn from a list of candidates nominated by members of the
 
 2 public.  [Finally, one member each shall be appointed by the
 
 3 president of the senate and the speaker of the house of
 
 4 representatives.]
 
 5      (b)  The members of the commission shall serve without
 
 6 compensation but shall be reimbursed for expenses necessary in
 
 7 the performance of their duties.
 
 8      (c)  The governor shall appoint the chairperson of the

11      SECTION 2.  Statutory material to be repealed is bracketed.
 
12 New statutory material is underscored.
 
13      SECTION 3.  This Act shall take effect upon its approval.
