                   A  BILL  FOR  AN  ACT

RELATING TO COMPREHENSIVE SCHOOL REFORM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that America's Choice--a
 
 2 comprehensive school reform program--begun in 1989 as the
 
 3 National Alliance for Restructuring Education, was developed by
 
 4 the National Center on Education and the Economy in Washington,
 
 5 D.C., and was based on America's Choice Performance Standards and
 
 6 Assessment Program.  The goal of America's Choice is to raise
 
 7 traditionally low student performance to internationally
 
 8 benchmarked standards in English, mathematics, and science.
 
 9 America's Choice incorporates standards-based curricula focused
 
10 on basics, conceptual mastery, and applications.  For early
 
11 education, literacy in reading, writing, and mathematics are the
 
12 focus of the model.  At the secondary level, the design focuses
 
13 on a rigorous college preparatory curriculum.  The design also
 
14 includes practices that help teachers to quickly identify at-risk
 
15 students and methods for efficiently using available resources.
 
16      SECTION 2.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $1 or so much thereof
 
18 as may be necessary for fiscal year 2000-2001 for Highlands
 
19 intermediate school to develop a reading program, based on the
 
20 design of America's Choice, including the hiring of personnel and

 1 the purchasing of supplies, to strengthen the reading ability of
 
 2 students who are not reading at grade level.
 
 3      SECTION 3.  The sum appropriated shall be expended by the
 
 4 department of education for the purposes of this Act.
 
 5      SECTION 4.  This Act shall take effect on July 1, 2000.
