                   A  BILL  FOR  AN  ACT

RELATING TO PUBLIC EMPLOYMENT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that government
 
 2 efficiency is at the forefront of public discussion and concern.
 
 3 Related to this issue is the changing size and shape of
 
 4 government in terms of the number of employees on the government
 
 5 payroll and in the provision of government services to the
 
 6 community.
 
 7      The legislature finds that a majority of the people equate a
 
 8 smaller state government with a more efficient and responsive
 
 9 state government.  However, a majority of the people also demands
 
10 that government be more responsive to their needs.  A primary
 
11 factor in state government restructuring have been efforts in the
 
12 area of public employment.
 
13      The legislature also finds that state government employees
 
14 enjoy one of the most generous benefits packages in the nation
 
15 and many are paid more than their counterparts in the private and
 
16 federal sectors.  The challenge for lawmakers is to examine how
 
17 government costs can be reduced without compromising demands for
 
18 increased and quality government services to the community.  For
 
19 government to become more efficient, Hawaii's statewide civil
 
20 service system, which was created over sixty years ago, must be

 1 scrutinized and revamped in areas that are counterproductive to
 
 2 the prevailing needs of the public and in areas that are
 
 3 impediments to change.  Moreover, to survive these challenging
 
 4 economic times, there needs to be more emphasis on productivity
 
 5 and outcomes, rather than an overemphasis on rules and procedures
 
 6 within the civil service system.  In addition, the greater issues
 
 7 of employee seniority and tenure, and employee productivity and
 
 8 performance must be examined with regard to collective bargaining
 
 9 and civil service laws and rules.
 
10      The purpose of this Act is to effectuate the title of this
 
11 Act.
 
12      SECTION 2.  The Hawaii Revised Statutes is amended to
 
13 conform to the purpose of this Act.
 
14      SECTION 3.  This Act shall take effect upon its approval.
