PRISON POPULATION STUDY

This bill appropriates funds to the Sentencing Simulation Model

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that alternatives to
 
 2 incarceration, such as boot camps for low security risk
 
 3 prisoners, correctional treatment facilities, a mainland prison,
 
 4 and shipping prisoners to mainland jails, can successfully
 
 5 address the problem of prison overcrowding.  However, before we
 
 6 can fully commit to one or more solutions to our prison
 
 7 overcrowding problem, one important question should be answered:
 
 8 Who is in our prison system?  The detailed answer to what seems
 
 9 to be a simple question will provide an invaluable tool in
 
10 determining the feasibility of any alternative to incarceration.
 
11 The purpose of this bill is to appropriate money to fund this
 
12 important study.
 
13      SECTION 1.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $________, or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, to fund
 
16 the Sentencing Simulation Model prison population study.
 
17      SECTION 2.  The sum appropriated shall be expended by the
 
18 department of public safety for the purposes of this Act.
 
19      SECTION 3.  This Act shall take effect on July 1, 2000.
