                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE UNIVERSITY PARK.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that the State's
 
 2 economy has stagnated since the early 1990s, and that the Big
 
 3 Island's economy is the poorest in the State, due in part to the
 
 4 loss of the sugar industry which had been the island's economic
 
 5 foundation.  The legislature further recognizes that the Big
 
 6 Island has the lowest per capita income in the State, the largest
 
 7 percentage of people whose incomes are below the poverty level,
 
 8 the largest percentage of children living in poverty, and more
 
 9 residents receiving public assistance per capita than on any
 
10 other island in the State.
 
11      The legislature commends the University of Hawaii and its
 
12 board of regents for taking a leadership role in the economic
 
13 recovery of the Big Island through the development and occupancy
 
14 of the University of Hawaii at Hilo's university park by high
 
15 technology and research companies such as the University of
 
16 Hawaii institute for astronomy, the National Astronomical
 
17 Observatory of Japan (Subaru), the Gemini 8-Meter Telescope, the
 
18 Caltech Submillimeter Observatory, the Joint Astronomy Center,
 
19 and the University of Hawaii agricultural complex.  The

 1 legislature applauds the recent commitments by the Smithsonian
 
 2 Submillimeter Telescope, the Mauna Kea Center for Astronomy
 
 3 Education, the Tropical Forestry Research Facility, and the
 
 4 Agriculture Research Service to also become residents of
 
 5 university park.
 
 6      The legislature further commends the University of Hawaii
 
 7 and its board of regents on the recent expansion of university
 
 8 park by adding three hundred fifty acres to the existing one
 
 9 hundred sixteen, allowing additional occupancy by high technology
 
10 companies and related ancillary services.  The legislature
 
11 recognizes that university park has already brought three hundred
 
12 jobs to the area and about two hundred additional jobs with
 
13 commitments by its future tenants, resulting in an estimated
 
14 total investment of $808,000,000.
 
15      The legislature finds that the consulting services for which
 
16 the University of Hawaii at Hilo is requesting funds will be
 
17 useful in developing a marketing and promotion plan and materials
 
18 for leasing university park parcels and will:
 
19      (1)  Serve to identify and describe qualified target market
 
20           segments that are compatible with existing tenants and
 
21           University of Hawaii at Hilo objectives;
 
22      (2)  Examine the needs and requirements of each segment and

 1           evaluate their potential as a market;
 
 2      (3)  Develop a general marketing and promotion strategy to
 
 3           include the recommended adjustments to the existing
 
 4           product and services offering, a pricing and leasing
 
 5           strategy, a promotion strategy with detailed media
 
 6           distribution and creative message plan that might
 
 7           include the use of mass media, internet, personal
 
 8           sales, sales promotion, publicity, and public relations
 
 9           tools; and
 
10      (4)  Develop the promotional materials to include the
 
11           creative message.
 
12      SECTION 2.  The University of Hawaii is directed to work
 
13 with the federal government to establish additional funding for
 
14 the development needs of university park.
 
15      SECTION 3.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $100,000, or so much
 
17 thereof as may be necessary for fiscal year 2000-2001, to obtain
 
18 consulting and marketing services for the promotion and leasing
 
19 of park parcels to tenants for university park.
 
20      SECTION 4.  The sum appropriated shall be expended by the
 
21 University of Hawaii at Hilo for the purposes of this Act.

 1      SECTION 5.  This Act shall take effect on July 1, 2000.
