DESCRIPTION:
This bill allows a state identification card holder to renew
their card up to six months before their birthday, creating some
consistency between the renewal periods for state drivers

                   A  BILL  FOR  AN  ACT

RELATING TO THE RENEWAL PERIOD FOR STATE IDENTIFICATION CARDS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to add a new section
 
 2 providing for a renewal period for Hawaii's certificate of
 
 3 identification that is consistent with the renewal period for a
 
 4 Hawaii driver's license.
 
 5      A period of renewal similar to one for a driver's license
 
 6 will ease the burden on civil identification staff in the future,
 
 7 improve services for the general public by reducing processing
 
 8 and waiting times, and would provide an incentive for the general
 
 9 public to attain a certificate of identification.
 
10      SECTION 2.  Chapter 846-30.5, Hawaii Revised Statutes, is
 
11 amended to read as follows:
 
12      "§846-30.5  Expiration date and renewal.  Every certificate
 
13 of identification issued under this part, whether an original or
 
14 a renewal, shall bear an expiration date which shall be six years
 
15 after the date of issuance on the applicant's birthday; provided
 
16 that if the person is a legal nonimmigrant, the certificate shall
 
17 bear an expiration date that is the same as the expiration date
 
18 on the person's Immigration and Naturalization Service departure
 
19 card (I-94).  All certificates of identification issued without
 
20 expiration dates shall expire on December 31,1999.  The State may

 1 accept an application for renewal of a certificate of
 
 2 identification made not more than six months prior to the
 
 3 birthdate of the applicant."
 
 4      SECTION 3.  New statutory material is underscored.
 
 5      SECTION 4.  This Act shall take effect on July 1, 2000.
