                   A  BILL  FOR  AN  ACT

RELATING TO HAWAII KAI PERFORMING ARTS AND TECHNOLOGY CENTER.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Findings.  A Hawaii Kai performing arts and
 
 2 technology center will serve as a gathering place for the
 
 3 community and a showcase for the State.  There are currently no
 
 4 facilities available to house drama, band, television production,
 
 5 fine arts, and technology for students residing in Hawaii Kai and
 
 6 other residents of east Oahu.  The drama department of Kaiser
 
 7 high school must now bus all students to Hawaii Theatre.  The
 
 8 band performs in the gymnasium.  The local community access
 
 9 channel has been rescinded.  Television production is relegated
 
10 to a closet-like space.
 
11      The technology center will enable gifted and talented
 
12 students to refurbish computers for use in classrooms.  The
 
13 community will have a place to meet and to showcase Hawaii's
 
14 diverse cultures.  Exchange programs will enliven understanding
 
15 of the new global economy.
 
16      SECTION 2.  Establishment.  There is established the Hawaii
 
17 Kai performing arts and technology center, a public institution
 
18 for the students of Hawaii Kai and residents of east Oahu.  The
 
19 purpose of the Hawaii Kai performing arts and technology center

 1 is to revitalize east Oahu.  The performing arts theatre shall be
 
 2 designed in conjunction with the expanded sports complex at
 
 3 Kaiser high school.
 
 4      SECTION 3.  Responsibilities.  The State shall provide
 
 5 funding for design, planning, and construction for the Hawaii Kai
 
 6 performing arts and technology center.  Kaiser high school shall
 
 7 organize, promote, and operate the center.
 
 8      SECTION 4.  General obligation bonds.  The director of
 
 9 finance is authorized to issue general obligation bonds in the
 
10 sum of $500,000 or so much thereof as may be necessary and the
 
11 same sum or so much thereof as may be necessary is appropriated
 
12 for fiscal year 1999-2000 for plans and design for the Hawaii Kai
 
13 performing arts and technology center, to include a state-of-the-
 
14 art performing arts theatre seating between nine hundred and one
 
15 thousand two hundred people per show.
 
16      SECTION 5.  The appropriation authorized in this Act shall
 
17 not lapse at the end of the fiscal year for which the
 
18 appropriation is made; provided that all funds that are
 
19 unencumbered as of June 30, 2002, shall lapse as of that date.
 
20      SECTION 6.  The sum appropriated shall be expended by the
 
21 department of accounting and general services for the purposes of
 
22 this Act.
 
23      SECTION 7.  This Act shall take effect on July 1, 1999.
