                   A  BILL  FOR  AN  ACT

RELATING TO STATE GOVERNMENT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Findings and purpose.(a)  The legislature
 
 2 finds that the federal government has empowered federal agencies
 
 3 that award grants or that enter into intergovernmental agreements
 
 4 with state agencies to provide incentives, such as decreased
 
 5 state matching funds, waived regulations, or additional federal
 
 6 funds, in exchange for measuring progress towards shared goals.
 
 7      (b)  The purpose of this Act is to establish a Hawaii
 
 8 performance partnerships board on a special and temporary basis
 
 9 within the office of the governor for administrative purposes.
 
10      SECTION 2.  Hawaii performance partnerships board;
 
11 establishment.(a)  There is established within the office of
 
12 the governor, on a special and temporary basis, the Hawaii
 
13 performance partnerships board.
 
14      (b)  The board shall consist of the following nine members
 
15 who shall be appointed by the governor in accordance with section
 
16 26-34, Hawaii Revised Statutes:
 
17      (1)  Three members representing business;
 
18      (2)  Three members representing philanthropy; and
 
19      (3)  Three members representing government.

 1      (c)  Members shall serve for five-year terms, except for
 
 2 appointed state officials, who shall serve for the length of
 
 3 their appointments.
 
 4      (d)  The members of the board shall serve without
 
 5 compensation and without reimbursement for expenses, including
 
 6 travel expenses.
 
 7      (e)  The governor shall designate a chairperson from among
 
 8 the members of the board.
 
 9      SECTION 3.  Duties of the board.  The board shall:
 
10      (1)  Propose key community outcomes of well-being for the
 
11           residents of the State to the legislature, and report
 
12           to the legislature and the citizens of Hawaii on
 
13           progress in attaining the outcomes adopted by the
 
14           legislature;
 
15      (2)  Execute an agreement between the federal government,
 
16           the state executive branch, and representatives of
 
17           philanthropy and community service organizations to
 
18           encourage intergovernmental partnerships with federal
 
19           agencies and state, county, and community organizations
 
20           for the purpose of measuring results in exchange for
 
21           fiscal and regulatory flexibility in achieved shared
 
22           goals;
 
23      (3)  Increase the use of performance measurement initiatives

 1           in each state agency through the governor's cabinet;
 
 2           and
 
 3      (4)  Increase the number of performance partnerships between
 
 4           federal, state, county, and community-based agencies
 
 5           through the governor's cabinet.
 
 6      SECTION 4.  Annual report.  The board shall prepare an
 
 7 annual report on progress towards key community outcomes adopted
 
 8 by the legislature, which shall be transmitted to the governor,
 
 9 the legislature, and the public.
 
10      SECTION 5.  This Act shall take effect on July 1, 1999;
 
11 provided that sections 2, 3, and 4 shall be repealed on June 30,
 
12 2004.
