                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR HIGHER EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In his state-of-the-state address on January 25,
 
 2 1999, Governor Cayetano spoke of making Hawaii the "Education
 
 3 Center of the Pacific".  The East-West Center already enjoys an
 
 4 international reputation because of its sizeable and growing body
 
 5 of distinguished alumni who have returned to their homes in
 
 6 various Pacific rim nations.  The close relationship of the East-
 
 7 West Center with the University of Hawaii creates an opportunity
 
 8 for Hawaii to play a pivotal role in the economic growth of the
 
 9 Asia-Pacific area.  
 
10      Recognizing the potential for economic development in the
 
11 Pacific Rim, the twenty-first century has been called the
 
12 "Century of the Pacific".  Education is key to this economic
 
13 growth.  
 
14      The purpose of this Act is to fund the development of
 
15 education and training programs by the East-West Center in
 
16 partnership with the University of Hawaii that will focus on the
 
17 economic growth of the Asia-Pacific region.  As such, this Act
 
18 plants the seeds for the governor's vision of Hawaii as the
 
19 Education Center of the Pacific.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $50,000 or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
 4 of $50,000 or so much thereof as may be necessary for fiscal year
 
 5 2000-2001 for the development of programs by the East-West Center
 
 6 in partnership with the University of Hawaii that will focus on
 
 7 the economic growth and integration of the Asia-Pacific region.
 
 8      SECTION 3.  The sums appropriated shall be expended by the
 
 9 University of Hawaii for the purposes of this Act.
 
10      SECTION 4.  This Act shall take effect on July 1, 1999.
