                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LEGISLATIVE
   ANALYST.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  One of the primary functions of the legislature
 
 2 is to develop sound economic and fiscal policies for the State.
 
 3 The complexities of legislative decision making and state
 
 4 budgeting require lawmakers to be provided with current and
 
 5 accurate fiscal data and analyses to aid in their lawmaking
 
 6 responsibilities.  To address the need for the legislature to be
 
 7 able to base these policy decisions on well-researched
 
 8 information and analysis, Act 347, Session Laws of Hawaii 1990,
 
 9 was passed to provide the legislature with its own separate
 
10 fiscal policy office.
 
11      Since the legislature meets for only four months of the
 
12 year, it has come to rely heavily on the use of session-only
 
13 staff or employees on loan from the executive branch.  Hawaii is
 
14 the only state in the nation using staff on temporary loan from
 
15 executive agencies to support the work of its money committees.
 
16 As a result, the legislature has been at a disadvantage in
 
17 fulfilling its trust to the people of the State to ensure that
 
18 approved appropriations are executed in compliance with
 
19 legislative policy.

 1      Other states have established nonpartisan, highly
 
 2 specialized legislative fiscal analysis offices, in addition to
 
 3 the professional staffs of each chamber's money committee, to
 
 4 review executive branch proposals and to appraise the performance
 
 5 of the executive branch in administering legislative enactments.
 
 6      The purpose of this Act is to appropriate funds necessary to
 
 7 implement the provisions of Act 347, Session Laws of Hawaii 1990,
 
 8 for the establishment of the office of the legislative analyst.
 
 9      SECTION 2.  There is appropriated out of the general
 
10 revenues of the State of Hawaii the sum of $1 or so much thereof
 
11 as may be necessary for fiscal year 1999-2000 and $1 or so much
 
12 thereof as may be necessary for fiscal year 2000-2001 to fund the
 
13 office of the legislative analyst.
 
14      SECTION 3.  The sums appropriated shall be expended by the
 
15 legislature for the purposes of this Act.
 
16      SECTION 4.  This Act shall take effect on July 1, 1999.
