Requires the school-to-work opportunities executive council to
determine:  (1) the effectiveness of the safety surveys currently
being conducted; and (2) whether these safety surveys should be
continued or whether another approach to meeting safety

                   A  BILL  FOR  AN  ACT

RELATING TO THE SCHOOL-TO-WORK OPPORTUNITIES SYSTEM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaii school-to-work opportunities
 
 2 executive council, established pursuant to section 2 of Act 343,
 
 3 Session Laws of Hawaii 1997, after consulting with the department
 
 4 of education and the University of Hawaii, shall:
 
 5      (1)  Determine the effectiveness of the safety surveys
 
 6           currently being conducted pursuant to section 302A-431,
 
 7           Hawaii Revised Statutes; and
 
 8      (2)  Determine whether these safety surveys should be
 
 9           continued or whether another approach to meeting the
 
10           safety inspection requirement of section 302A-431 would
 
11           be more effective.
 
12      For the purposes of this section, "safety surveys" refers to
 
13 those safety surveys actually being performed and referred to by
 
14 the auditor in "Management Audit of Hawaii's School-to-Work
 
15 Opportunities System" (report no. 98-21).
 
16      SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is
 
17 amended by adding a new section to subpart C of part II to be
 
18 appropriately designated and to read as follows:
 
19      "§302A-     School-to-work work-based learning programs;

 1 standardized instruction; safety and health issues.  All students
 
 2 participating in school-to-work work-based learning programs
 
 3 shall receive standardized instruction in all aspects of the
 
 4 industry in which they are working, including instruction in
 
 5 safety and health issues that is approved by the occupational
 
 6 safety and health division of the department of labor and
 
 7 industrial relations."
 
 8      SECTION 3.  New statutory material is underscored.
 
 9      SECTION 4.  This Act shall take effect upon its approval.
