                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  As our world rockets toward increasing
 
 2 technological sophistication, Hawaii's children must be
 
 3 especially well prepared in the physical and biological sciences
 
 4 so that they are employable in the future.  The teaching of
 
 5 science at the secondary level is increasingly more demanding,
 
 6 with increased requirements in non-instructional areas, such as
 
 7 the maintenance of accurate inventories of chemicals and
 
 8 equipment, the filing of material safety data sheets for
 
 9 chemicals, the maintenance of safe laboratory conditions that
 
10 meet the State's occupational safety and health standards, and
 
11 the preparation of materials for laboratory experiences aligned
 
12 with the state student performance standards.  All of this occurs
 
13 in an environment where liability is a sensitive issue.
 
14      Science teachers now spend substantial amounts of non-
 
15 instructional time to fulfill these increased demands.  A
 
16 suggestion has been made to support science teachers by creating
 
17 laboratory assistant positions.  The purpose of this Act is to
 
18 determine the effectiveness of science laboratory assistants by
 
19 establishing the science laboratory assistant demonstration

 1 project.
 
 2      SECTION 2.  The superintendent of education shall establish
 
 3 and operate a science laboratory assistant demonstration project.
 
 4 The purpose of the demonstration project shall be to determine
 
 5 the effectiveness of laboratory assistants in improving student
 
 6 learning in the science classroom.  The superintendent shall
 
 7 assign a science laboratory assistant to one high school in each
 
 8 of the seven departmental school districts.
 
 9      SECTION 3.  The superintendent of education shall submit a
 
10 report on the status of the science laboratory assistant
 
11 demonstration project no later than twenty days prior to the
 
12 convening of the regular sessions of 2000 and 2001.
 
13      SECTION 4.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $       , or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, and the
 
16 same sum, or so much thereof as may be necessary for fiscal year
 
17 2000-2001, for the science laboratory assistant demonstration
 
18 project.
 
19      SECTION 5.  The sums appropriated shall be expended by the
 
20 department of education for the purposes of this Act.
 
21      SECTION 6.  This Act shall take effect on July 1, 1999.
