                   A  BILL  FOR  AN  ACT

RELATING TO HOMELESS SHELTERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that a responsible and
 
 2 caring society has to protect and aid those in need, particularly
 
 3 the homeless.  The legislature recognizes the obvious costs to
 
 4 society of ignoring the manifestations of the homeless, including
 
 5 an increase in crime.  The legislature also finds that the State
 
 6 should explore addressing the homeless problem by the use of
 
 7 portable and easily collapsible temporary housing units
 
 8 consisting of tents or cylindrical housing units which can be
 
 9 erected quickly at night and easily dismantled in the morning at
 
10 selected sites.  These temporary sleeping communities will
 
11 provide the homeless with a safe and sanitary alternative to
 
12 sleeping on the streets.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $100,000 or so much
 
15 thereof as may be necessary for fiscal year 1999-2000 for the
 
16 establishment of a temporary housing for the homeless
 
17 demonstration project at the Honolulu International Airport,
 
18 including the hiring of a project manager.
 
19      SECTION 3.  The sum appropriated shall be expended by the

 1 department of human services for the purposes of this Act.
 
 2      SECTION 4.  This Act shall take effect on July 1, 1999.
