                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE UNIVERSITY OF HAWAII SCHOOL OF
   MEDICINE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature supports the governor's vision
 
 2 of Hawaii becoming the health care and wellness center of the
 
 3 Pacific.  For this vision to become a reality, Hawaii must be the
 
 4 home of a solid and credible medical school.  The John A. Burns
 
 5 School of Medicine at the University of Hawaii must become a
 
 6 beacon for advanced biomedical research and high quality medical
 
 7 care.
 
 8      Intensive research programs attract top-quality specialists,
 
 9 provide access to leading experimental therapeutic procedures,
 
10 generate intellectual capital that fuels economic activity, and
 
11 bring in lucrative extramural grants and contracts.  Pursuing
 
12 state-of-the-art biomedical research in turn enriches the
 
13 instruction programs of the medical school strengthening the
 
14 symbiotic partnership formed with the medical community.  These
 
15 programs in research and instruction advance the role of the
 
16 health care industry, which is critical to revitalizing the
 
17 State's economy. 
 
18      To effectuate this vision, the John A. Burns School of
 
19 Medicine will require additional resources. These will include
 
20 primarily three new faculty per year for the next five years,

                   A  BILL  FOR  AN  ACT
 1 their required office and lab spaces, and start-up funds to equip
 
 2 these laboratories.  In addition, there needs to be broad support
 
 3 and strong commitment from the medical community, as well as the
 
 4 executive branch of the state government.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $3,000,000 or so much
 
 7 thereof as may be necessary for fiscal year 1999-2000 and
 
 8 $3,000,000 or so much thereof as may be necessary for fiscal year
 
 9 2000-2001 to the John A. Burns School of Medicine at the
 
10 University of Hawaii.
 
11      SECTION 3.  The sums appropriated shall be expended by the
 
12 University of Hawaii for the purposes of this Act.
 
13      SECTION 4.  This Act shall take effect on July 1, 1999.
