                   A  BILL  FOR  AN  ACT

RELATING TO GAME ANIMALS.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 183D, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "§183D-    Cultural, subsistence, and recreational hunting.
 
 5 (a)  For the purposes of enforcing and promoting the wildlife and
 
 6 hunting laws of the State, the department shall recognize the
 
 7 positive aspects of the State's game mammals in the biodiversity
 
 8 of the environment and shall adopt rules for cultural,
 
 9 subsistence, and recreational hunting pursuant to chapter 91.
 
10      (b)  The department's rules shall:
 
11      (1)  Recognize that land and forest areas differ, and create
 
12           appropriate management plans which are diverse and the
 
13           result of sound scientific research coupled with the
 
14           generational knowledge of hunters who know those land
 
15           or forest areas well.
 
16      (2)  Prevent the eradication of any of the State's already-
 
17           evolved game mammals for the current population and for
 
18           the future benefits these animals might provide in the
 
19           future.

 1      (3)  Prevent the usable meat of game animals taken as a part
 
 2           of any management or hunting practice in the State from
 
 3           being left in the fields.
 
 4      (4)  Recognize the wild pig (Sus scrofa) in particular,
 
 5           because of its considerable importance in Hawaiian
 
 6           culture and religious practices, and because the full
 
 7           antiquity and possibly even indigenous origin of the
 
 8           first such pig in the State is unknown, the department
 
 9           shall maintain and manage the wild pig as an indigenous
 
10           animal for the people of Hawaii consistent with other
 
11           management practices."
 
12      SECTION 2.  New statutory material is underscored.
 
13      SECTION 3.  This Act shall take effect upon its approval.
