                   A  BILL  FOR  AN  ACT

RELATING TO THE ESTABLISHMENT OF AN INCUMBENT WORKER JOB TRAINING
   PROGRAM FOR GROWTH INDUSTRIES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that a training program to
 
 2 improve the skills of existing workers for jobs in new and
 
 3 emerging industries would help stimulate the economy.  Industries
 
 4 such as biotechnology, health care, information technology,
 
 5 environmental science and technology, and telecommunications must
 
 6 often import its workers because the State's existing workforce
 
 7 lack necessary skills.  A state-funded training program would
 
 8 lessen the need to import workers and increase the opportunities
 
 9 for Hawaii's residents to move upward in the job market by
 
10 improving their skills.  The program would involve partnerships
 
11 between the public and private sectors.  The public sector
 
12 partners shall include the department of labor and industrial
 
13 relations, University of Hawaii, and the department of business,
 
14 economic development, and tourism.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $1 or so much thereof
 
17 as may be necessary for fiscal year 1999-2000 and $1 or so much
 
18 thereof as may be necessary for fiscal year 2000-2001 for the
 
19 establishment of an incumbent worker training program for growth

 1 industries.  The program shall be called the Hawaii millennium
 
 2 workforce training initiative.
 
 3      SECTION 3.  The sums appropriated shall be expended by the
 
 4 department of labor and industrial relations for the purposes of
 
 5 this Act.
 
 6      SECTION 4.  The director of labor and industrial relations
 
 7 may:
 
 8      (1)  Employ;
 
 9      (2)  Dismiss; and
 
10      (3)  Compensate;
 
11 at pleasure and without regard to chapters 76 and 77, Hawaii
 
12 Revised Statutes, such persons as the director finds necessary
 
13 for the performance of this Act.
 
14      SECTION 5.  This Act shall take effect on July 1, 1999.
