Report Title: Long-Term Residential Care

Description: (1)TConsolidates and provides for uniform regulation of various adult residential care facilities and promotes parity of reimbursement for services provided. Establishes an information and referral process through appropriations to the DOH to fund the executive office on aging to implement a statewide initial information and referral screening. Requires use of a uniform assessment tool. (2)TEstablishes the adult residential care home personal injury and property damage compensation special fund to compensate the operators of adult residential care homes and other persons for personal injuries and property damage caused by residents who are placed in adult residential care homes by the State. (3)TRequires DOH to stop licensing new Type I adult residential care homes on an island until the percentage of ARCH vacancies falls below 10% on that island but allows licensing on a case-by-case basis on neighbor islands that demonstrate a need for ARCHs. Requires DHS, where appropriate, to encourage public-pay clients to use underutilized ARCHs. (SB856 HD2)
