Report Title: Universal Service Fund

Description: Designates the Universal Service Fund (USF) as a special fund outside the State treasury. Exempts the USF from general fund assessments and administrative surcharges. Appropriates moneys from the USF to fund the Universal Service Program. Loans moneys from the PUC special fund to the USF. (CD1)
