         Provides the first deputies for the ombudsman,

         Provides early retirement and voluntary

         Brings management practices regarding water
         pollution, domestic sewage, etc., under the water
         pollution law. Allows the DOH to establish a

         Establishes a Disability and Communication Access
         Board. Appropriates an unspecified amount for
         developmentally disabled and mentally retarded.
         Establishes developmental disabilities special
         fund. Authorizes living stipends for patients
         living independently. Requires an audit of case

1046SD3  RELATING TO THE CIVIL SERVICE SYSTEM FOR PUBLIC
         OFFICERS AND EMPLOYEES
         Requires the department of human resources
         development to work with stakeholders to design
         legislation to modernize civil service.             LAB,FIN

1180SD1  RELATING TO THE INCOME TAXATION OF NONRESIDENTS
         Repeals section 235-4.3, and its method for
         calculating nonresident taxpayers' income taxes
         and institutes a new method. Repeals the
         authority of the department of taxation to exempt
         nonresident employees from withholding to sunset
         on September 1, 2002.                               FIN

1231SD3  RELATING TO SMOKING IN THE WORKPLACE
         Prohibits smoking in workplaces employing 2 or
         more employees. This prohibition does not apply
         to the dining areas of restaurants, bars, and

1501SD3  RELATING TO EDUCATION
         Defines new century schools with alternate
         educational programs. Creates a process whereby
         existing public schools and new schools may be
         established as new century schools. States that
         current student-centered schools are to be
         designated as new century schools. Repeals
         sections in 302A, HRS, which deal with student-
         centered schools. Adds an appropriation for an

1519SD3  RELATING TO HOUSING
         Requires assisted housing development owner to
         give 1 year notice to tenants if owner is going
         to terminate a subsidy contract or mortgage
         prepayment; gives tenants or nonprofit
         organization opportunity to purchase the
         development if owner of development has not given
         notice to sell prior to July 1, 1999.               HSH,FIN

1586SD2  RELATING TO EDUCATION
         Requires budgeting for athletics when budgeting
         for new schools and requires the DOE to study the
         issue of paying athletic coaches salary in the
         same manner as other teachers. Allows the Board
         of Education to hire its own attorneys for issues
