SB 808             RELATING TO LIQUOR LICENSES.                          CPC/JHA
                   Adds to the factors  that  the liquor commission may consider
                   in its revocation or suspension of renewal of existing liquor
                   license, the prevention of assault.


CPC only:
SB 779             RELATING TO DENTAL HYGIENISTS.                       HLT, CPC
SD 2, HD 1         Establishes educational criteria for administration of intra-
                   oral  block  anesthesia  and  certification  requirement  for
                   administration of intra-oral anesthesia by dental hygienists;
                   allows BDE to adopt rules that supersede educational criteria
                   statute.

SB 27              RELATING TO MOTOR VEHICLE REGISTRATION.              TRN, CPC
                   Removes the requirement that an owner of a vehicle in storage
                   present a certificate of inspection  that is issued after the
                   recording  of  storage,  if  the  certificate  of  inspection
                   expired during the period of storage.
SB 1280            RELATING TO MOTOR CARRIERS.                          TRN, CPC
                   Provides the Public Utilities Commission with the flexibility
                   needed  to  address  demands   for  services  where  existing
                   carriers are not able to  meet  the need due to unpredictable
                   circumstances.
SB 675             RELATING TO CONTRACTORS' LICENSES.                   EDB, CPC
SD 1, HD 1         Requires a state contracting license for federal construction
                   projects in Hawaii to the extent allowed under federal law.

SB 1003 SD1 HD1    RELATING TO CHILD SUPPORT ENFORCEMENT.                HSH,FIN
HSCR 1230          Penalizes employers with  50  employees  or  more who fail to
                   provide payment of salary, wages, or compensation within five
                   working days of  payment  due  to  a  parent obligated to pay
                   child support.   Penalizes  CSEA  when  it  fails to disburse
                   child support payments after five  working days from the date
                   of collection, and gives these fines to the custodial parent.
                   Requires CSEA  to  use  interest  realized  from  the Special
                   Interest Bearing Account to improve child support enforcement
                   services.
SB 1124 SD2 HD1    RELATING TO THE CODE OF FINANCIAL
HSCR 1222          INSTITUTIONS.                                         CPC,FIN
                   Removes  restrictions  on  establishment  or  acquisition  of
                   interstate branches in Hawaii by out-of-state banks.
SB 1177 SD1 HD1    RELATING TO THE GENERAL EXCISE TAX.                   EDB,FIN
HSCR 1426          Provides that sales to a licensed retail merchant, jobber, or
                   other  licensed  seller  of  bulk  condiments  or prepackaged
                   single-serving packets  of  condiments  that  are provided to
                   customers are  subject  to  the  general  excise  tax  at the
                   wholesale rate of 1/2  percent.    Clarifies  that sales to a
                   licensed retail merchant, jobber, or other licensed seller of
                   tangible  personal  property  that  will  be  incorporated or
                   processed by the licensed seller  into a finished or saleable
                   product during the course of  preparation for market and will
                   be  sold  and  not  otherwise  used  by  the  licensed retail
                   merchant, jobber, or licensed seller  at retail is subject to
                   the general excise tax at the wholesale rate.  Clarifies that
                   the 1/2 percent intermediary  services GET rate is applicable
                   to persons  providing  professional  services,  not otherwise
                   specifically taxed, under the general excise tax.
SB 1229 SD1 HD2    RELATING TO HOUSING.                              HSH,WLU,FIN
HSCR 1260          Creates a special fund  for  homeless assistance.  Amends the
                   conveyance tax law to allow 25% of conveyance tax revenues to
                   be paid into  the  rental  housing  trust  fund, 25% into the
                   homeless assistance special  fund,  and  25% into the natural
                   area  reserve   fund.      Appropriates   funds  for  capital
                   improvements  to  Barbers   Point   for  ADA  compliance  and
                   utilities  installation.    Appropriates  special  funds  for
                   homeless assistance.

SB 392 SD2 HD1     RELATING TO TRANSPORTATION.                           TRN,FIN
HSCR 1247          Changes the frequency of  the  election of the chairperson of
                   the Metropolitan Planning Organization (MPO) from annually to
                   every  2  years,  and  updates  the  functions  of  the  MPO.
                   Appropriates funds from harbor special fund for the planning,
                   design, and construction of  a cruise ship passenger terminal
                   at Pier 2, Honolulu Harbor.    (PROPOSED HD2: Adds a new part
                   providing that all structures and improvements to land, to be
                   used for  airport  purposes,  may  be  planned, designed, and
                   constructed by the  department  of transportation without the
                   approval of county agencies).

HSCR 1297          Repeals prohibition for non-resident aliens to bring firearms
                   into the State under certain conditions. 
SB 1160 SD2 HD1    RELATING TO CONTROLLED SUBSTANCES.                    JHA,FIN
HSCR 1365          Adds definitions for  the  term  ephedrine.   Makes technical
                   corrections to  the  existing  law.    Updates record keeping
                   requirements for controlled substances from two to five years
                   and  clarifies  that  communications  by  physicians  for the
                   purpose  of  disclosing  prescription   drug  abuses  is  not
                   privileged communications.
SB 1462 SD1 HD1    RELATING TO ELECTIONS.                                JHA,FIN
HSCR 1293          Extends the sunset date  of  Act  27, Special Session Laws of
                   Hawaii 1995, to June 30, 2001.
SB 1155 SD1 HD1    RELATING TO REALLOCATION OF VACANT LIBRARY
HSCR 1317          POSITIONS.                                        EDN,LAB,FIN
                   Extends the already-existing authority of the state librarian
                   to  administratively  reallocate   vacant  positions  and  to
                   establish temporary positions.
SB 844 SD2 HD2     RELATING TO HEALTH INSURANCE.                     HLT,CPC,FIN
HSCR 1432          Establishes a Hawaii Equal Insurance  Task Force to study the
                   financial and social  implications  of  mandated equal mental
                   health and substance abuse insurance coverage in Hawaii.
SB 1034 SD1 HD1    RELATING TO THE HAWAII TOBACCO SETTLEMENT SPECIAL
HSCR 1258          FUND.                                                 HLT,FIN
                   Creates a Hawaii Tobacco Settlement Special Fund.
SB 1452 HD2        RELATING TO HEALTH.                               HLT,CPC,FIN
HSCR 1403          Implements the  recommendations  of  the  Patient  Rights and
                   Responsibilities task force.

HSCR 1367          Establishes a State income tax credit equal to 50 per cent of
                   premium costs paid, up  to  a  maximum  of $1,000 per taxable
                   year, during the taxable year  for a qualified long-term care
                   insurance  contract  as  defined  in  section  7702B  of  the
                   Internal Revenue Code.

SB 1518            RELATING TO GOVERNMENT OPERATIONS.                        FIN
SSCR 740           Proposed HD 1:  Deletes  the contents and inserts language to
                   close the Hawaii State Hospital.   Authorizes the Director of
                   Health to privatize the Hospital's current functions.
