HD 1          Defines new century  schools  with alternate educational programs.
              Department of education creates  a process whereby existing public
              schools and new schools may be established as new century schools.
              States that current student-centered  schools are to be designated
              as new century schools.  Repeals sections in 302A, HRS, which deal
              with student-centered schools.

HD 1          Amends various fees  charged  by  state  agencies for governmental
              services.  Allows towing companies  to collect $25 for clean-up if
              there is an agreement with the county.

SD 2          Requires the state librarian to  include  in annual reports on the
              status of the  libraries  special  fund  and  the fee for enhanced
              services  special   fund,   financial   information,   and  actual
              expenditures of receipts by individual libraries.
SB 46         RELATING TO SCHOOL-BASED BUDGETING.                        EDN,FIN
SD 2          Amends chapter 302A, HRS,  to facilitate implementation of school-
              based budgeting, by requiring the  DOE to submit to the individual
              schools and  the  legislature,  by  opening  day  of  each regular
              session,  a  report   on   its  proposed  school-by-school  budget
              allocation.  Gives  each  school  maximum flexibility in expending
              its allocated budget.
SB 550        RELATING TO EDUCATION.                                     EDN,FIN
SD 2          Removes auditor from responsibility  for DOE fiscal accountability
              reports;  requires  DOE  to  submit  school-by-school  expenditure
              reports  to  the   legislature   and   the  governor  to  include:
              instruction, instructional support, operations, other commitments,
              and leadership expenses.
SB 119        RELATING TO SCHOOL REPAIRS, MAINTENANCE AND
SD 2          IMPROVEMENTS.                                              EDN,FIN
              Increases the school-level minor  repairs and maintenance accounts
              from $8,000  to  $20,000  per  school;  allows  these school-level
              accounts to be used for  minor improvements; and allows principals
              to hire  the  department  of  accounting  and  general services to
              perform these services.

SB 1475       RELATING TO THE SCHOOL-TO-WORK OPPORTUNITIES PILOT
HD 1          PROJECT.                                               LAB,EDN,FIN
              Transfers the administration and supervision of the school-to-work
              opportunities  pilot  project   from   the  Hawaii  school-to-work
              opportunities executive council  to  the  DOE.    Makes the Hawaii
              school-to-work opportunities executive council an advisory body to
              the BOE and the DOE.
SB 185        RELATING TO EDUCATION.                                     EDN,FIN
SD 2          Establishes  the  Hawaii  State   Student  Council,  with  student
              representatives from each  departmental  school district; requires
              the council to conduct an annual conference of secondary students;
              and requires  the  council  to  determine  whether  to  select the
              student member of the  BOE  or  to  run  an election to select the
              individual.
SB 869        RELATING TO EDUCATION.                                     EDN,FIN
SD 2          Requires the DOE to adjust  the  staffing of counselors at schools
              with  a  disproportionate  number  of  at-risk  students,  so that
              schools with a higher than  average percentage of at-risk students
              have an adequate number of counselors to counsel at-risk students.

SD 2 HD 1     Allows the Department  of  Human  Services  to subrogate against a
              third-party recovery for medical assistance payments.

SD 2          Defines "abandoned infant"; clarifies court procedures under Child
              Protection Act.

SD 3 HD 1     Brings management  practices  regarding  water pollution, domestic
              sewage, etc., under the water  pollution  law.   Allows the DOH to
              establish a  permanent  exempt  position  for  an  ecological risk
              assessor.  Requires the preparation  of  an EA for actions subject
              to discretionary approval.
SB 1273       RELATING TO CRIMINAL HISTORY CHECKS FOR TEACHER
SD 2          TRAINEES.                                              EDN,JHA,FIN
              Requires the  employer  to  conduct  criminal  history  checks for
              teachers and teacher trainees,  employees  of  the DOE and private
              schools, and employees of the  counties who are in close proximity
              to children.
SB 456        RELATING TO TUITION WAIVERS.                           HED,JHA,FIN
SD 2          Appropriates funds to the office of Hawaiian affairs to offset the
              cost of waiving tuition for Hawaiian students in the University of
              Hawaii system.  States that  funds  used for this purpose count as
              credit against the State's liability for ceded land revenue.

SD 1          Provides a civil cause of action for damages to persons injured as

SD 1          Extends the statute of limitations  for  class A felonies from six
              years to ten years  and  class  B  from  three years to six years.
              Provides that class C felonies remain at three years.

              Eliminates requirement that multiple  offenses be charged "through
              complaint  or  indictment"   with   respect  to  district  court's
              concurrent jurisdiction of  abuse  of  family  or household member

              one is within the jurisdiction of the district court.

              Repeals Chapter 291D, HRS, relating to the adjudication of traffic
              infractions.

SD 2 HD 1     Reduces the cost of copying government  records from 50 cents to 6
              cents.  Expands  powers  of  the  Barbers  Point NAS Redevelopment
              Commission.   Expands  responsibilities  of  Stadium  Authority to
              include Kapolei Rec. Sports Complex; creates Kapolei special fund.

SD 2          Provides a process to resolve ceded land revenue issues.
SB 1146       RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920,

              Authorizes that  a  homestead  lessee  may  transfer the leasehold
              interest in a tract to  a  spouse,  child, or grandchild who is at
              least one-quarter Hawaiian.
