HB 715        RELATING TO REGISTRATION OF VEHICLES.                      TRN,JHA
              Eliminates the  requirement  that  a  county  provide  the legally
              correct form to  record  ownership  of  a  vehicle  by two or more
              persons that is not owned in joint tenancy.
HB 885 HD1    RELATING TO HAWAII GOOD SAMARITAN LAW.                     HLT,JHA
              Requires persons to  assist  others  who  are  exposed  to or have
              suffered  grave  physical   harm.      Makes   violation  a  petty
              misdemeanor.
HB 1485       RELATING TO DISTRICT COURT.                                HSH,JHA
              Eliminates requirement that multiple  offenses be charged "through
              complaint  or  indictment"   with   respect  to  district  court's
              concurrent jurisdiction of  abuse  of  family  or household member
              offenses, when multiple offenses  are  involved, of which at least
              one is within the jurisdiction of the district court.
HB 1350 HD1   RELATING TO THE USE OF RECYCLED OIL.                       EEP,JHA
              Requires government  procurement  to  give  preference to recycled
              oils in the procurement process.
HB 1188       RELATING TO THE STATE WATER CODE.                          WLU,JHA
              Clarifies that the  Commission  on  Water Resources Management has
              exclusive jurisdiction and final  authority in matters relating to
              the code.
HB 1186       RELATING TO WILDLIFE PENALTIES.                            WLU,JHA
              Updates and clarifies the  penalty provisions relating to wildlife
              management.
HB 1173       RELATING TO BOATING ENFORCEMENT.                           OMR,JHA
              Authorizes the Board  of  Land  and  Natural Resources to delegate
              enforcement authority to  other  designated employees, in addition
              to  conservation  and  resources  enforcement  officers,  for  the
              purpose of enforcement of boating and ocean recreation programs.
HB 1177 HD1   RELATING TO ABANDONED VESSELS.                             OMR,JHA
              Allows private marinas and  yacht  clubs  to take into custody and
              dispose of vessels abandoned on their premises.
HB 1178       RELATING TO ENFORCEMENT.                                   OMR,JHA
              Proposes procedures for  the  seizure,forfeiture,  and disposal of
              natural resources involved in statutory violations.
HB 1180       RELATING TO THE LICENSE FOR IMPORTED MARINE LIFE.          OMR,JHA
              Clarifies that the Department may limit the possession and sale of
              certain marine life taken from the Northwestern Hawaiian Islands.

              Enacts the new mothers breastfeeding promotion and protection act.
HB 153 HD 1   RELATING TO THE UNIVERSITY OF HAWAII.                      HED,JHA
              Authorizes the University of  Hawaii  to  establish its own ethics
              system for its employees, except for the BOR and the UH President,
              who shall remain under the purview of the Ethics Commission.

              VARIOUS PROVISIONS OF THE HAWAII  REVISED STATUTES AND THE SESSION

HSCR 672      PROJECT.
              Transfers the  staff  of  the  school-to-work  opportunities pilot
              project from  the  Hawaii  school-to-work  opportunities executive

HB 486 HD 1   RELATING TO BREASTFEEDING.
HSCR 356      Provides a tax  credit  for  businesses  that  provide  a safe and
              secure area for a new mother to breastfeed.  Promotes the practice
              of breastfeeding in places of work.  Requires the State Commission
              on  the  Status  of  Women  to  accumulate,  compile  and  publish
              information   regarding   breastfeeding   discrimination   in  the

HB 1166       RELATING TO THE EMPLOYMENT AND TRAINING FUND PROGRAM.
HSCR 363      Clarify that the disbursements of the employment and training fund
              (ETF) are  exempt  from  the  provisions  of  chapter 103F, Hawaii

HB 50         RELATING TO TEMPORARY DISABILITY INSURANCE.
HSCR 192      Bases the qualifications for  benefit  eligibility on the 52 weeks
              immediately before  the  first  day  of  disability  instead  of 4

HB 1162 HD 1  RELATING TO SAFETY.
HSCR 638      Includes amusement rides under the the Boiler & Elevator Revolving
              Fund (Fund).    Raises  the  civil  penalty  to  $10,000  for each
              violation.  Makes technical  amendments  to  the Boiler & Elevator

HB 1165 HD 1  RELATING TO THE OCCUPATIONAL SAFETY AND HEALTH
HSCR 357      TRAINING AND ASSISTANCE FUND.
              Extends the Occupational Safety and Health Training and Assistance
              Fund.   Includes  certification  programs  to  enhance  safety and

HB 1042 HD 1  RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
HSCR 361      Permits Hawaii Public Employees  Health  Fund Board of Trustees to

HSCR 238      Change the health fund  administrator's  civil service position to

              Authorize medical, hospital, and  surgical  benefit plans to part-
              time, temporary, and seasonal  or  casual employees at the expense
              of the employers after July 1, 2000. (LAB,FIN)
HB 1041 HD 1  RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
HSCR 629      Authorizes the Board of  Trustees  of  the Public Employees Health
              Fund  to  use   reimbursements   and   rate   credits  to  benefit
              identifiable employee-beneficiaries. (LAB,FIN)
HB 1048 HD 1  RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
HSCR 630      Requires State and county  retired  employees and their spouses to
              enroll in the federal Medicare Part B insurance program. (LAB,FIN)
HB 1049 HD 1  RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
HSCR 710      Requires employee  organizations  who  participate  in  the Health
              Fund's benefit plans to return  to the Health Fund the approximate
              employers' share of  any  rate  credit  or  reimbursement from any
              carrier or self-insurance plan including any earnings or interest.
              Permits the State  comptroller  to  audit  the records of employee
              organization plans  to  verify  compliance  with this requirement.

HSCR 188      Extends ERS pensioners' bonus until July 1, 2001.   (LAB,FIN)
HB 147 HD 1   RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
HSCR 237      Requires  the  investment  of   a   minimum  level  of  employees'
              retirement   system   funds   in   Hawaii's  economically-targeted
              investments, subject to minimum and maximum limits. (LAB,FIN)
HB 671        RELATING TO PENSION AND RETIREMENT SYSTEMS.
HSCR 190      Requires the employee's retirement  system to recognize a division
              of property pursuant to a  court order or divorce decree affecting
              the rights of the persons named in the order or decree to pension,
              retirement, or other benefits under chapter 88. (LAB,FIN)
HB 1035       RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
HSCR 239      Allow the Board of Trustees  to appoint a chief investment officer
              and an assistant administrator who  will  serve at the pleasure of

HB 1036 HD 1  RELATING TO INVESTMENTS OF THE EMPLOYEES'
HSCR 355      RETIREMENT SYSTEM.
              Allows the board of  trustees  of the Employees' Retirement System
              to invest in real  estate  through limited liability companies and

HB 142 HD 1   RELATING TO PUBLIC EMPLOYMENT.
HSCR 711      Establish a representative task  force  to conduct a comprehensive
              review of Chapter 76 and 77, Hawaii Revised Statutes. (LAB,FIN)

HB 747 HD 1   RELATING TO STATE GOVERNMENT.
HSCR 709      Requires the 3 executive  departments selected pursuant to section
              4 of Act 230 (1998)  to  begin the development of outcome measures
              to facilitate the transformation  of the State's accounting system
              and the budgeting system  to a performance-based budgeting system.
              Defines  "outcome  measures".     Appropriates  $1  to  develop  a
              performance-based budgeting system. (LAB,FIN)
HB 534        RELATING TO PURCHASES OF SERVICE.
              Requires  the  governor  to  convene  a  task  force  to establish
              criteria with which to evaluate and rank all purchases of service.
              Requires all  state  departments  and  their  attached agencies to
              evaluate  and  rank   purchases   of   service  according  to  the
              established criteria.  Requires report to the legislature. (FIN)
HB 985        RELATING TO PROCUREMENT.
              Amend chapter  103D,  Hawaii  Revised  Statutes  (HRS), the Hawaii
              public procurement code,  to  consolidate  and clarify sections in
              the chapter and to amend or  repeal related sections of the HRS to
              bring them into compliance with the code. (FIN)
