         Establishes the universal service fund as a special fund outside of the
         state  treasury  to  implement  the  policies  and  goals  of universal
         service.  Appropriates  moneys  out  of  the  universal service fund to
         carry out the purposes of the universal service program.  Provides that
         any unexpended or unencumbered balance  of the appropriation will lapse
         into the universal service fund.
HB 1115  RELATING TO FOSTER BOARD HOMES.                           HSH, CPC, FIN
         Changes the need for a criminal  history  record check from one year to
         every year for the first two years and biennially thereafter for foster
         homes.

HD 1     Increases from 11,001 to 12,001  gross  vehicle weight for a category 4
         driver license.

         under which information can be disclosed
HB 462   RELATING TO A STUDY OF  LATEX  PRODUCTS  IN HAWAII BY THE DEPARTMENT OF

         Requires DOH  to  conduct  study  regarding  nature  and  extent of the
         dangers associated with  the  use  of  latex  products, the benefits of
         eliminating  their  use  or  requiring  the  use  of  low-protein latex
         products, and the  potential  costs  of  restricting  the  use of latex
         products.  Report to legislature by 11/30/99.

         power  transmission  lines  greater  than  forty-six  kilovolts  in the

         Requires the DOH  to  establish  maximum  decibel  levels for specified

         Defines "recycled water" and  "reclaimed  water"  as water, which, as a
         result of treatment of waste,  is  suitable for a direct beneficial use

         Amends the definition of wastewater to exclude recycled water.
