         cases concerning sexual assault or child molestation.

         Exempts candidates from having to  file an initial financial disclosure
         if they have already filed as  a state elected or appointed official in
         the year of their election.
HB 1464  RELATING TO THE PRIMARY ELECTION DATE.                              JHA
         Moves the primary election  to  an  earlier  date  to provide more time
         between the primary and general elections.

         Broadens the avenues by which  a  party  qualifies as a political party
         for election ballot purposes.

         Makes it unlawful  to  possess  aerial  common  fireworks in any county
         unless the person has a valid permit issued by that county.  Makes it a
         misdemeanor  for  any  person  to  set  off,  ignite,  discharge, sell,
         transfer, or  possess  aerial  common  fireworks  without  first having
         obtained a license or permit as required by section 132D-7.
HB 1237  RELATING TO FIREWORKS.                                          JHA,FIN
         Allows the counties to regulate  the use of non-aerial common fireworks
         through the issuance of certificates of use.

HB 1401  RELATING TO MOTOR VEHICLE TOWING.                               TRN,CPC
         Requires towing businesses to  have  insurance coverage for towed motor
         vehicles that are damaged while  being  towed  and stored by the towing
         business.  Requires a towing company to submit a bond of $15,000 to the
         director of commerce and  consumer  affairs  to  cover items in a towed
         vehicle that are  lost,  damaged,  and  stolen.    Describes the proper
         identification for towing trucks and repeals the drop-dead provision of
         Act 138, SLH 1998.
HB 1292  RELATING TO AN INTERISLAND FERRY SYSTEM.                        TRN,FIN
         Appropriates funds for  an  interisland  ferry  system between Maui and
         Molokai
HB 1408  RELATING TO HIGHWAYS.                                           TRN,FIN
         Defines the term "zipper lane" and  permits  the use of the zipper lane
         by vehicles carrying three  or  fewer passengers during specific hours.
         Permits the use of the HOV  lane  by  all vehicles between the hours of
         7:00 a.m. and 8:00 a.m.
HB 1728  RELATING TO MOTOR VEHICLE REVERSE WARNING
         SYSTEM.                                                     TRN,EEP,JHA
         Allows audible reverse warning  systems  to  be manually turned off for
         noise control purposes and requires  bright flashing lights in the rear
         of the vehicle to  be  used  instead.    Requires that new vehicles and
         existing vehicles which are re-designed  or re-equipped to have audible
         warning systems are modified to permit  the warning system to be turned
         off manually and require that bright flashing lights in the rear of the
         vehicle be used instead.
HB 1636  RELATING TO TRAFFIC ENFORCEMENT.                                TRN,FIN
         Amends Act 234 to allow for  the  use of other photo technologies, such
         as  hand-held  or  mounted  video  cameras,  conventional  cameras, and
         digital cameras, other that speed photo imaging detectors and photo red
         light imaging  devices,  to  produce  photographic    identification of
         vehicles  that  illegally  cross  longitudinal  traffic  lane markings.
         Amends the demonstration project  to  close  a loophole with respect to
         registered owners of vehicles who are  not the operators of the vehicle
         at the time of the alleged violation.   Also amends the traffic code to
         allow for the  mailing  of  traffic  citations  to  violators on access
         control roads to provide for  greater  enforcement of the traffic laws,
         reduce the potential for accidents, and speed up traffic flow.

HB 1565  MAKING AN APPROPRIATION TO STUDY  THE FEASIBILITY OF CREATING A LOOKOUT
         AT WAIMEA BAY ON KAMEHAMEHA HIGHWAY ON THE ISLAND OF OAHU.               
                                                                         TRN,FIN
         Provides funds to study  the  feasibility  of creating a Waimea lookout
         and rest area for persons wishing  to view the scenery and recreational
         activities,  and  thereby  reduce   hazardous  traffic  conditions  and
         congestion.
HB 1528  RELATING TO PENALTIES AND PROCEDURES ON ARREST.                 TRN,JHA
         Gives police the authority to  arrest  a person for refusing to provide
         information under  the  requirements  set  forth  in  section 291C-172,
         Hawaii Revised Statues, or if there is a reasonable basis for believing
         that the  person  is  providing  inaccurate,  deceptive,  or misleading
         information as to the person's identity and residence.
HB 1555  MAKING AN APPROPRIATION FOR SALT LAKE BOULEVARD
         WIDENING, OAHU.                                                 TRN,FIN
         Provides the State's share  of  project  costs  to design and construct
         improvements to Salt Lake Boulevard, Oahu.
HB 1554  RELATING TO HIGHWAYS.                                       TRN,CPC,FIN
         Clarifies the application of  the  cost sharing provisions provided for
         in section 264-33, Hawaii Revised Statutes, when utility facilities are
         necessarily removed, relocated,  replaced  or  reconstructed due to the
         construction  of  a  state  highway,  or  state  or  county federal-aid
         highway.
HB 1547  RELATING TO THE TRAFFIC CODE.                                   TRN,JHA
         Allows the use  of  curb  markings  as  official  signs  to prohibit or
         restrict the stopping, standing, or parking of vehicles on the highway.
HB 862   RELATING TO MOTOR CARRIERS.                                     TRN,FIN
         Makes permanent an amendment to  the  motor carriers law which exempted
         from  that  law  persons  transporting   unprocessed  seed  corn  to  a
         processing facility,  by  repealing  a  sunset  provision  in  Act 120,
         Session Laws of Hawaii 1997.
HB 1530  RELATING TO IMPAIRED DRIVERS.                                   TRN,JHA
         Requires that health care  providers  notify  the proper authorities if
         they discover, through blood tests,  that persons, under their care and
         who are involved in traffic  collisions,  had a drug or alcohol content
         in their blood which meets  or  exceeds the amount specified in section
         291-4 or 291-7.   Removes  from  the  health care providers and persons
         giving the test, as  well  as  the  institutions employing or utilizing
         such persons, any civil liability resulting  from any action that is in
         compliance with this requirement.
HB 1457  RELATING TO THE TRAFFIC CODE.                               TRN,JHA FIN
         Makes spilling load violations an offense.
HB 730   RELATING TO RULES OF THE ROAD.                                  TRN,FIN
         Authorizes the director of  transportation  and counties to adopt rules
         or ordinances, as the case  may  be,  to direct slower traffic, such as
         heavy trucks, to use the right  lane in multi-lane highways, except for
         passing.

         Increases the maximum amount of  the  additional fee assessed for motor
         vehicle  certificates  of   registration   to   be   used  for  highway
         beautification and the disposal of abandoned vehicles.
HB 372   RELATING TO VEHICLE HIGHWAY BEAUTIFICATION FEE.                 TRN,FIN
         Increases the  highway  beautification  fee  collected  from each motor
         vehicle registration from $1 to $2.
HB 451   RELATING TO THE METROPOLITAN ORGANIZATION.                      TRN,FIN
         Changes the election of  the  chairperson  of the metropolitan planning
         organization from once a year to every two years.
HB 382   RELATING TO TRANSPORTATION.                                     TRN,FIN
         Authorizes the  issuance  of  general  obligation  bonds  and  makes an
         appropriation for  the  improvement  of  the  Saddle  Road  in order to
         accommodate the cross-island transportation needs of Hawaii island.

         Highlights  the  importance  of  preserving  scenic  resources  in  the
         conservation district.  Establishes  guidelines  for  the board of land
         and natural  resources  to  use  in  considering  applications  for the
         construction of high voltage  electric  power transmission lines in the
         conservation district  and  in  the  approval  of high-voltage electric
         power  transmission  lines  greater  than  forty-six  kilovolts  in the
         conservation district.    Amends  the  procedure  for  the  approval of
         applications for high-voltage electric  power transmission lines in the
         conservation district.

         Increases income tax deductions  for  businesses  from  50% to 100% for

         Establishes a 3% rate  of  general  excise  tax for amounts received by
         licensed taxpayers from other licensed taxpayers for sales of goods not

         Exempts from general excise tax: (1) goods and services exported out of

         Reduces the general excise tax  rate  on businesses not covered another
         shall be entitled to claim on  the producer's under other provisions of
         section 237-13(10), HRS, from four per cent to three per cent.
HB 209   RELATING TO THE GENERAL EXCISE TAX LAW.                         EDB,FIN
         Defines sales of  certain  condiments  and  certain packaging to retail
         merchants as a sale for wholesale.
HB 231   RELATING TO TAXATION.                                           EDB,FIN
         Reduces the tax burden on corporations, regulated investment companies,
         real estate investment companies, and franchises.
HB 232   RELATING TO TAXATION.                                           EDB,FIN
         Establishes a general  excise  tax  structure  for services similar tax
         levied under this  paragraph  to  that  of  goods.    The new structure
         retains the four per cent tax  on the final service provided and lowers
         the tax on  intermediary  services  to  half  a  per  cent, the same as
         applied to the sale of wholesale goods.

         Exempts gross  income  and  value  derived  from  professional services
         resold, consumed, or used wholly outside the State.
HB 436   RELATING TO SOFTWARE COMPANIES INCORPORATED IN HAWAII.          EDB,FIN
         Exempts  sales  and  service  income  of  software  companies  that are
         domestic corporations from state corporate income tax.
HB 466   RELATING TO A STUDY OF THREE TAX PROPOSALS.                     EDB,FIN
         Requires the department of  business, economic development, and tourism
         to compare and contrast three  alternative tax proposals.  Appropriates
         funds for study.
HB 505   RELATING TO ECONOMIC DEVELOPMENT.                           EDB,WLU,FIN
         Authorizes the governor to designate  up  to 8 renaissance zones in the
         State.  Establishes  the  renaissance  review  board.   Exempts persons
         located and operating within renaissance  zones  from up to 100% of the
         person's income and general  excise  taxes.    Requires DBEDT to submit
         annual report on the economic effects.
HB 613   RELATING TO INCOME TAX.                                         EDB,FIN
         Excludes  from  gross  income  amounts  received  from  the  commercial
         exploitation  of  federally-protected  intellectual  property developed
         within the State by its owners.
HB 741   RELATING TO TAXATION.                                           EDB,FIN
         This measure:
         1.  Exempts food and drugs  from  the  general excise and use
             taxes;
         2.  Removes the  pyramiding  of  the  general  excise  tax on
             services;
         3.  Exempts export services from the general excise tax;
         4.  Hastens  the  removal  of  pyramiding  on  subleased real
             property; and
         5.  Raises the general excise  tax  rate  from 4.0 to 5.0 per
             cent.

         Appropriates $27,500 and  $33,200  respectively  for fiscal years 1999-
         2000 and  2000-2001  as  Hawaii's  contribution  to  the  costs  of the
         National Conference of Commissioners on Uniform State Laws.

         Deletes references to  repealed  Chapter  85,  HRS. mends section 78-9,
         HRS,  to  delete  a  phrase  that  has  been  interpreted  as  limiting
         legislative bodies subpoena power.
