HB 532   RELATING TO GENDER EQUITY IN SPORTS.                        EDN,JHA,FIN
         Prohibits persons, on the basis  of their sex, from being discriminated
         against in any interscholastic,  club,  or intramural athletics offered
         by a public school.   Prohibits public schools from providing athletics
         separately on the basis of sex.

         limited to science, home economics, photography, and band classes.

HB 309   RELATING TO EDUCATION.                                          EDN,FIN
         Establishes the textbook  deposit  revolving  fund  into which shall be
         deposited a flat fee of not more than  $         per student per school
         year to guarantee the timely  return  of any assigned textbooks, and to
         compensate the DOE for  the  negligent  loss, destruction, breakage, or
         damage of any assigned textbooks.
HB 310   RELATING TO PLANNING AND BUDGETING OF NEW SCHOOLS.              EDN,FIN
         Requires funding for coaches'  salaries, athletic health care trainers,
         athletic equipment and  supplies,  and  the  transportation of athletic
         teams to be considered  standard  workload increase items when planning
         and budgeting for new public schools.

HB 1114  RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920,
         AS AMENDED                                                          JHA
         Authorizes that a homestead lessee  may transfer the leasehold interest
         in a tract to  a  spouse,  child,  or  grandchild  who is at least one-
         quarter Hawaiian.
HB 990   MAKING AN EMERGENCY APPROPRIATION FOR  LEGAL SERVICES FOR DEPARTMENT OF
         HAWAIIAN HOME LANDS INDIVIDUAL CLAIMS
         REVIEW.                                                         JHA,FIN
         Appropriates emergency funds to  cover  personnel  costs of $97,216 for
         the Individual  Claims  Unit  for  the  four-month  remaining period of
         fiscal year 1998-99.
HB 1006  RELATING TO A SENTENCING SIMULATION MODEL.                      JHA,FIN
         Proposes a simulation model program  to gather information on convicted
         defendants in order to  determine  the  most efficient use of resources
         available in the  prisons,  the  judiciary  (i.e.,  probation), and the
         community.
HB 1004  RELATING TO HOMICIDE.                                               JHA
         Proposes to:  (1) revise the statutory elements of murder; (2) create a
         new version of murder in the  second degree; and (3) revise the extreme
         mental or emotional disturbance defense  to  one that reduces the level
         of offense just one level.
HB 1003  RELATING TO HABITUAL CRIMINAL BEHAVIOR.                             JHA
         Creates a new  felony  offense  covering  persons who habitually commit
         misdemeanor offenses against property or persons.
HB 999   RELATING TO ORGANIZED CRIME.                                        JHA
         Clarifies that when a  person  fails  to  report  income derived from a
         racketeering activity, or  fails  to  pay  the  taxes  due thereon, the
         person commits a class B felony.

         Establishes a class  C  felony  offense  for  persons  engaged in money
         laundering in amounts less than $10,000 but greater than $8,000.
HB 1192  RELATING TO CRIME VICTIM COMPENSATION.                          JHA,FIN
         To provide  and  maintain  support  of  the  Crime  Victim Compensation
         Commission (CVCC) until it is able to become fiscally self-sufficient.
HB 1191  MAKING AN APPROPRIATION FOR COMPENSATION OF                     JHA,FIN
         CRIME VICTIMS.
         To appropriate funds to compensate  persons and their service providers
         who will be awarded compensation during the period from July 1, 1999 to
         June 30, 2000, pursuant to chapter 351, Hawaii Revised Statutes.
HB 989   RELATING TO THE RELIEF OF CERTAIN PERSONS'                      JHA,FIN
         CLAIMS AGAINST THE STATE AND PROVIDING APPROPRIATION THEREFOR.
         Appropriates funds to provide  for  the  payment  of claims against the
         State for refunds of  taxes,  for  judgements  and settlements, and for
         other miscellaneous payments.
HB 993   RELATING TO THE STATE JUDGMENT LIENS.                           JHA,FIN
         Authorizes the registration of  a  judgement  in  favor of the State to
         affect real estate registered in the Bureau of conveyances.
HB 992   RELATING TO THE ISSUANCE OF CERTIFICATES OF                    JHA,FIN 
         IDENTIFICATION.
         Removes the requirement of displaying  specific mandatory fields on the
         state identification card, such  as  the  social security number, issue
         date, attorney general's  signature,  and  registrar's  signature.  The
         design of the card  will  be  left  to  the  discretion of the attorney
         general. 
HB 996   RELATING TO MEETINGS OF STATE AND COUNTY BOARDS.                    JHA
         Provides a means  of  maintaining  the  confidentiality of information,
         including documents, which are  required  to  be kept confidential by a
         state or federal law,  or  a  state  or  federal court order, when that
         information is  needed  to  facilitate  the  deliberations  or decision
         making of a state or county board.
HB 1000  RELATING TO GARNISHMENT.                                        JHA,FIN
         Repeals section 652-14, which has become unnecessary and superflous due
         to changes in the garnishment law and payroll practices.

         Establishes the "Island Fresh" campaign  by requiring the department of
         agriculture  to  explore  the  possibility  of  establishing  a similar
         international campaign.  Requires the department to start a promotional
         program with the private sector.

         Provides funds to implement the  Agricultural Water Use and Development

         Directs the agribusiness  development  corporation  to  provide for the
         planning, design, and  construction  of  an agricultural subdivision in
         the Hamakua district of the island  of Hawaii.  Appropriates $1 for the
         purpose, to be expended by the corporation.

         Removes reference to the  management  of  aquaculture programs from the
         statutory purview of the Department of Land and Natural Resources.

         Requires Long-Term care insurance policies to meet specified standards;

         appropriation for LTC acturial  study; makes appropriation to insurance
         division  to  hire  LTC   actuary;   extends   sunset  date  and  makes
         appropriation for JLC.
HB 551   RELATING TO ADULT RESIDENTIAL CARE.                   HSH/HLT, EDN, FIN
         Requires inspections of  adult  residential  care  homes  to be made at
         specified times with prior notice for purposes of confirming correction
         of deficiencies and for  investigation  of  complaints.  Requires prior
         notice of annual inspections.
HB 552   RELATING TO ADULT RESIDENTIAL CARE.                   HSH/HLT, CPC, FIN
         Encourages the  continued  operation  of  adult  residential care homes
         (ARCHs) by  requiring  the  State  to  provide  liability  insurance to
         operators during the term of their license.
HB 644   RELATING TO ADULT RESIDENTIAL CARE.                   HSH/HLT, CPC, FIN
         Requires DOH to stop licensing new  Type I adult residential care homes
         (ARCH) on an island until the  percentage  of  Type I ARCHs having 3 or
         fewer residents falls below 10% on  that island but allows licensing on
         a case-by-case basis on  neighbor  islands  that demonstrate a need for
         ARCHs.  Requires DHS  to  strongly  encourage public-pay clients to use
         under-utilized ARCHs.  Effective upon approval.

HB 646   RELATING TO ADULT RESIDENTIAL CARE.                   HSH/HLT, CPC, FIN
         Requires Department of  Human  Services  (DHS)  to  establish an ad hoc
         complaint committe to hear presentations  from Type I Adult Residential
         Care operators to determine  sufficiency  of presentations to sustain a
         complaint of misconduct,  involving  abuse  for  neglect, prohibits DHS
         from  withdrawing  its  client  from   the  care  home  during  review.
         Effective upon approval.
HB 259   EARLY CHILDHOOD ASSESSMENTS.                          HSH/HLT, EDN, FIN
         Requires parents and guardians to bring  three year old children to the
         nearest public elementary school  to  assess wether their psychological
         and pysiological developement to date  has been satisfactory.  Provides
         for follow-up  by  the  Department  of  Health  and  for Early Periodic
         Screening Diagnosis and Treatment by  the Department of Human Servives,
         if requested by the school doing the assessment. 
HB 272   CHILDREN AND FAMILIES.                                HSH/HLT, EDN, FIN
         Creates the Department of Children, Youth, and Families.

         Makes it unlawful to misrepresent  aquatic foods from outside the state
         as being Hawaiian in origin.
HB 734   RELATING TO THRILL CRAFTS.                              OMR,CPC/JHA,FIN
         Requires thrill craft operators  to  complete  a safety training course
         and obtain certification.  Bans  thrill  craft use within 1,000 feet of
         the shoreline.  Allows citizen  suits  for violations.  Requires thrill
         craft owners to carry liability insurance.

         Determines that vehicles registered in the names of two or more persons
         shall be presumed to be owned  in joint tenancy unless stated otherwise
         by the director of finance.
HB 851   RELATING TO MOTOR VEHICLE REGISTRATION.                         TRN,CPC
         Determines that, as a condition to removing a vehicle from storage, the
         owner of  the  vehicle  must  present  to  the  director  of  finance a
         certificate of inspection that  was  issued  after the recording of the
         storage if the certificate of  inspection  expired during the period of
         storage.
HB 602   RELATING TO REGISTRATION OF A TRAILER.                          TRN,FIN
         Extends the time from 20 to 30 days to record the transfer of ownership
         of a trailer, and increases the penalty from $5 to $50 for a delinquent
         recording of transfer of ownership.
HB 483   RELATING TO TRAFFIC INFORMATION.                                TRN,FIN
         Requires the Department of  Transportation  to provide a system through
         which people may obtain up to the minute information concerning traffic
         and road conditions throughout the State.  Appropriates funds.
HB 713   RELATING TO NEW MOTOR VEHICLE WITH A TEMPORARY
         NUMBER PLATE.                                                   TRN,FIN
         Extends the time period  for  the  registration  of a new motor vehicle
         with a temporary number plate from 20 to 30 days.
HB 714   RELATING TO SPECIAL NUMBER PLATES.                              TRN,FIN
         Permits  the  director  of  finance   to  discard  and  allow  for  new
         applications of  inactive  special  number  plates  that  have not been
         assigned or registered during the preceding three years.
HB 516   MAKING AN APPROPRIATION FOR PUBLIC SERVICE
         ANNOUNCEMENTS.                                                  TRN,FIN
         Appropriates funds for television and radio public service announcement
         to educate the  public  about  traffic-related  concerns  and the State
         traffic laws.
HB 520   RELATING TO SCHOOL BUSES.                                   TRN,EDN,FIN
         Allows school buses to use HOV and zipper lanes.
HB 765   RELATING TO MOTOR VEHICLE RENTAL INDUSTRY.                  TRN,CPC,FIN
         Allows rent-a-car lessors to visibly  pass on to lessees concession and
         access fees and charges paid to  public airports which a lessor derives
         from providing rental motor vehicle services at, from, or in connection
         with public airports.
HB 642   RELATING TO THE MOTOR VEHICLE RENTAL INDUSTRY.                  TRN,CPC
         Allows  the  motor  vehicle  rental  industry  to  receive  commissions
         calculated in part from the sale of collision damage waivers.
HB 849   RELATING TO SPECIAL FACILITY REVENUE BONDS FOR AIRPORTS.        TRN,FIN
         Redefines "special  facilities"  to  include  buildings, structures and
         facilities for cargo operations.

         Authorizes the issuance of  revenue  bonds to complete the construction
         and expansion of the foreign arrivals terminal at HIA
HB 168   RELATING TO AIRPORT LANDING FEES.                               TRN,FIN
         Allows the director of transportation to  grant a rebate on the airport
         landing fees if after the fiscal year, the airport revenue fund balance
         plus projected  future  revenues  exceed  the  amount  determined to be
         necessary to finance fund requirements.
HB 187   RELATING TO TRAFFIC LAW ENFORCEMENT.                            TRN,JHA
         Repeals a law which decriminalized some traffic violations and reenacts
         its pre-existing law.
