         JOINT HEARING WITH LABOR AND ENVIRONMENT

SB 516     RELATING TO ENVIRONMENTAL IMPACT          LRE/WLH, WAM
        STATEMENTS
        Requires the preparation of an environmental
        assessment for actions which propose any use of land
        when the use is subject to discretionary approval by a
        state or county agency.
             
FOR THE WLH/LRE JOINT HEARING ONLY: Persons wishing to testify
should submit 35 copies of their testimony to the committee
clerk, Room 218, State Capitol, 24 hours prior to the hearing.

       JOINT HEARING WITH LABOR AND ENVIRONMENT, AND
                   ECONOMIC DEVELOPMENT

SB 1188    RELATING TO THE KAHO'OLAWE ISLAND RESERVE  ECD/WLH/LRE
        Amends area authorized for fishing around Kaho'olawe
        to allow for fishing in waters at least 20 fathoms

 
        deep and at least 100 yards from the island of
        Kaho'olawe.

SB 953     RELATING TO NATURAL AND CULTURAL      LRE/ECD/WLH, WAM
        RESOURCES
        Provides for the Hawaii environmental authority to
        oversee the State's environmental protection policies.

          JOINT HEARING WITH ECONOMIC DEVELOPMENT


SB 52      RELATING TO LAND USE                      WLH/ECD, WAM
        Establishes a land evaluation and site assessment
        system.  Requires the land use commission, the
        department of agriculture, and the counties, to
        establish district boundaries for the conservation of
        important agricultural lands, and other land
        districts.  Abolishes the urban, rural, and
        agricultural districts.  Requires the DLNR, the DOA,
        and the counties to delineate permitted uses and
        infrastructure standards in the conservation,
        important agricultural, and other land districts.

SB 1223    RELATING TO LAND USE                      WLH/ECD, WAM
        Establishes a land evaluation site assessment rating
        system for the State.  Establishes standards,
        criteria, permissible uses, and policies for the
        designation and protection of the agricultural
        district.  Adds an open district classification to the
        state land use system.

SB 1097    RELATING TO TIMBER MANAGEMENT             ECD/WLH, WAM
        Allows the application of moneys accrued from the
        harvesting of forest products from state lands and
        sale of tree seedlings from state nurseries to:  the
        reforestation and management of harvested areas; the
        enhanced management of forest reserves and
        environmental education and training programs.

SB 1093    RELATING TO BEACH LANDS                   WLH/ECD, WAM
        Provides for the restoration of beach lands within the
        State's shoreline area.  Establishes a Beach
        Restoration Fund.


 
 
 
SB 1526    RELATING TO SUBSISTENCE FISHING           ECD/WLH, WAM
        Reenacts Act 271, Session Laws of Hawaii 1994,
        relating to establishing a subsistence fishing area on
        Molokai.

SB 740     RELATING TO LAND USE                          WLH, WAM
        Renames the State LUC to the State Planning
        Commission; redefines its powers and duties.
        Establishes areas of responsibility and jurisdiction
        for state and county planning agencies, and State
        Important Agricultural Lands Commission; State
        (agricultural and conservation) and Counties (urban
        and rural).

FOR THE WLH HEARING ONLY:  Persons wishing to testify should
submit 25 copies of their testimony to the committee clerk, Room
218, State Capitol, 24 hours prior to the hearing.
