H.B. 140 RELATING TO PUBLIC-PRIVATE INFRASTRUCTURE PARTNERSHIPS

S.D. 1   Creates a public-private infrastructure program to
        transfer projects to improve infrastructure systems
        and facilities from the State and local governments to
        the private sector or to expedite and allow the
        creation of infrastructure systems and facilities.

H.B. 318 MAKING AN APPROPRIATION FOR ADDITIONAL SCHOOL  EDU,WAM
S.D. 1   CLERICAL POSITIONS
        Appropriates funds to the department of education for
        292.00 FTE, temporary, school clerical positions to
        partially implement the recommendations of the 1990
        school and district office clerical staffing study.
        Requires the department to allocate these temporary
        positions according to pupil enrollment.

H.B. 1017  RELATING TO THE HOUSING LOAN AND MORTGAGE PROGRAMGOH,W
        AM
H.D. 1   Allows short-term floating bonds for repair of public
        housing; requires finance 
S.D. 1   institutions to re-finance mortgage if mortgagee
        becomes unemployed or underemployed or the interest
        rate is 1.5% below the mortgage current rate;
        authorizes $_____ in bonds for Hula Mae Program;
        authorizes $_____ in G.O. Bonds to the Rental Housing
        Trust Fund.

H.B. 1183  RELATING TO BEACH LANDS                 WLH/ECD,WAM
H.D. 2   Authorizes beach restoration, creates beach
        restoration special fund,
S.D. 1   appropriates funds.  Appropriates funds to conduct an
        engineering design and analysis of beach restoration
        at the designated shorelines of Honokowai, Kaaawa, and
        Scared Falls.

H.D. 1   Exempts any appraiser employed by any county for
        purposes of valuing real
S.D. 1   property for ad valorem taxation from regulation under
        chapter 466k, Hawaii Revised Statutes, effective
        January 1, 2005.

H.B. 1649  RELATING TO THE CONVEYANCE TAX                  WAM
H.D. 2   Exempts from the conveyance tax, transfers of real
        property or any interest therein, in connection with
        the conversion of a general or limited partnership to
        a limited liability company or corporation, or vice
        versa.

H.B. 1726  RELATING TO FAMILY HEALTH SERVICES          HHS,WAM
H.D. 1   Appropriates funds to provide necessary funds to
        enable the department of human services to raise the
        income eligibility level for the medically needy
        program to one hundred thirty-three per cent of the
        assistance allowance.

H.B. 162 RELATING TO PUBLIC SERVICE                  JDC,WAM
H.D. 1   Clarifies the scope of the subpoena powers of
        legislative bodies by removing
PROPOSED statutory references to repealed Chapter 85, Hawaii
        Revised Statutes.  Appropriates
S.D. 2   funds to the public access room for moving and
        equipment costs and a second full-time staff person.
        Provides for performance-based budgeting review.
        Requires the legislature to sell and distribute
        legislative materials.  Appropriates funds to the
        office of ombudsman to replace non-Y2K-compliant
        equipment and software and maintain system
        compatibility.  Appropriates funds for a legislative
        streaming media pilot project.

H.B. 375 RELATING TO TAXATION                            WAM
H.D. 1   Creates a hotel construction and remodeling income tax
        credit; provides for
PROPOSED reimbursement of GET to the counties; exempts certain
        activities of call centers from 
S.D. 1   the GET and the public service company tax; provides
        for GET exemption of certain health care activities;
        adopts Internal Revenue Code section 911 exempting
        certain income of residents living abroad; clarifies
        that income of attorneys-in fact for reciprocal
        insurers is exempt from GET; provides income tax
        check-off for Hawaii human services children's special
        fund and establishes the fund; provides for a
        technology tax credit for venture capital investment
        by financial institutions (SD1)

H.B. 635 RELATING TO HEALTH                          HHS,WAM
H.D. 2   Issues $15,000,000 in special purpose revenue bonds
        for Hilo Residency Training 
PROPOSED Program, Inc., a not-for-profit Hawaii Corporation.
        Creates hospital and medical 
S.D. 1   facilities special fund in DOH to offset the program
        expenses of the hospital and medical facilities branch
        and SHPDA.  Specifies fees to be deposited into
        special fund.

indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.
