S.B. 38  RELATING TO ANNUAL STATE AND COUNTY GOVERNMENTGOH, WAM
S.D. 1   FINANCIAL AUDITS
        Requires the auditor to contract with an independent
        auditing firm to conduct an annual financial audit of
        state and county governments to evaluate efficiency in
        operations and effectiveness in spending, and to
        determine where cutbacks in state and county funding
        may take place; Appropriates funds.

S.B. 157 MAKING AN APPROPRIATION TO PROVIDE PREVENTIVE HHS, WAM
S.D. 1   DENTAL SERVICES TO ADULTS
        Appropriates funds to DHS to provide preventive dental
        services for adults.

S.B. 177 RELATING TO FAMILIES                   HHS/JDC, WAM
S.D. 1   Protects children and youth from abuse and neglect.

S.B. 190 RELATING TO PREGNANT WOMEN AND INFANTS     HHS, WAM
S.D. 1   creates a commemorative birth certificate whereby from
        the purchase of the commemorative birth certificates
        would go into the Hawaii children's trust fund.

S.B. 348 RELATING TO TRANSPORTATION                 TIA, WAM
S.D. 2   Permits towing companies to charge $25 for road clean-
        up when that service is part of an agreement with the
        counties.  Repeals the drop-dead date of Act 138,
        Session Laws of Hawaii 1998, which would have repealed

 
        the current maximum allowable towing company fees and
        the credit card and ATM payment accommodation.

S.B. 450 RELATING TO STATE GOVERNMENT               GOH, WAM
S.D. 1   Amends Act 230, SLH 1998, to: require the committee to
        transfer the States' accounting procurement and
        budgeting systems, and the managed process committee,
        to annually report to legislature; establish specific
        duties for the managed process committee; specify
        further duties of the managed process committee; and
        delete the sunset date.

S.D. 1   establishes a process for certification of dietitians.

S.B. 536 RELATING TO COMPUTER AND COMMUNICATION SYSTEMSEDU, WAM
S.D. 1   Allows state agency heads to purchase computer and
        communication systems with proceeds from the sale of
        general obligation bonds, including short term general
        obligation bonds.

S.B. 571 RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUALWLH,

S.D. 1   CLAIMS
        Extends the Hawaiian Home Lands Trust Individual
        Claims Review Panel until December 31, 2001

S.B. 646 RELATING TO GOVERNMENT                     GOH, WAM
S.D. 1   Reduces the cost of copying government records from 50
        cents to 6 cents.

S.B. 656 RELATING TO THE PUBLIC UTILITIES COMMISSION CPN, WAM
S.D. 1   establishes a citizen advisory committee within the
        DCCA to review the public utilities commission and
        advise the consumer advocate to ensure public
        participation in decision.

S.B. 791 RELATING TO THE PUBLIC UTILITIES COMMISSION CPN, WAM
S.D. 1   Establishes a public utilities commission intervenors
        fund to be administered by the commission to assist
        intervenors in investigations conducted by or
        proceedings held before the commission.

S.B. 953 RELATING TO NATURAL AND CULTURAL   LRE/ECD/WLH, WAM

        Provides for the Hawaii environmental authority to
        oversee the State's environmental protection policies.

S.B. 1060  RELATING TO AGRICULTURAL LOANS             ECD, WAM
        Includes credit unions under the definition of
        "private lender" to allow farmers the opportunity to
        go to the financial institution, which is their
        primary "bank", to obtain agricultural loans.

S.B. 1078  RELATING TO ALOHA TOWER DEVELOPMENT CORPORATIONECD,
        WAM
S.D. 1   Authorizes ATDC to redevelop Irwin Memorial Park as
        public parking.

S.B. 1087  RELATING TO ABANDONED VESSELS              ECD, WAM
S.D. 1   Allows a private marina or club to take into custody
        and dispose of vessels abandoned on their premises.

S.B. 1136  RELATING TO REGULATION OF OSTEOPATHY       CPN, WAM
S.D. 1   Abolishes the Board of Osteopathic Examiners and
        transfers regulatory function to the Board of Medical
        Examiners.

S.B. 1214  RELATING TO THE HAWAII MARITIME AUTHORITY   TIA, WAM
        Extends life of the Hawaii Maritime Authority and the
        deadline for its legislative report.

S.B. 1272  RELATING TO SCHOOL ATTENDANCE              EDU, WAM
S.D 1   Authorizes the BOE to determine the readiness
        standards for kindergarten and first grade attendance.

S.B. 1452  RELATING TO HEALTH                     CPN/HHS, WAM
        Creates health insurance revolving fund; requires
        insurance commissioner to conduct public education
        program about managed care plans; clarifies duties of
        HMOs and health insurers for emergency medical
        conditions; allows insurance commissioner to conduct a
        review hearing of HMO patient complaints, etc.

S.B. 1466  RELATING TO STATE RISK MANAGEMENT          GOH, WAM
S.D. 1   Requires the comptroller to collect from state
        agencies their portion of benefits received under he
        state risk management revolving fund; requires

 
        comptroller to prepare report, for each fiscal year,
        to each agency and the legislature about the amount.

S.B. 1475  RELATING TO THE SCHOOL-TO-WORK OPPORTUNITIESLRE/EDU,
        WAM
        PILOT PROJECT
        Transfers the administration and supervision of the
        school-to-work opportunities pilot project from the
        Hawaii school-to-work opportunities executive council
        to the DOE.  Makes the Hawaii school-to-work
        opportunities executive council an advisory body to
        the BOE.

S.B. 1518  RELATING TO GOVERNMENT OPERATIONS          GOH, WAM
        Requires all state departments to develop goals and
        objectives which will then be used by the legislature
        to determine the state budget; requires departments to
        submit annually goals and objectives to the
        legislature.

S.B. 1542  AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE HHS, WAM
        REVENUE BONDS FOR NOT-FOR-PROFIT CORPORATIONS THAT
        PROVIDE HEALTH CARE FACILITIES
        Authorizes issuance of Special Purpose Revenue Bonds
        for a senior citizen lifecare retirement community.

S.B. 1635  RELATING TO PUBLIC LAND TRUST              WLH, WAM
S.D. 1   Provides a process to resolve ceded land revenue
        issues.
