S.B. 1129  RELATING TO INSURANCE                      CPN, WAM
S.D. 1   Requires continuing education for insurance agents as
        a prerequisite for license renewal; creates insurance
        licensing administration special fund; increases fees.

S.B. 4   RELATING TO GOVERNMENT ADMINISTRATION      GOH, WAM
S.D. 1   Prohibits state agencies from charging other state
        agencies for services or goods provided to other state
        agencies.

S.B. 105 RELATING TO REFORM OF STATE GOVERNMENT     GOH, WAM
        Establishes a 6-member advisory commission on
        government restructuring to assist in reducing the
        size and bureaucracy of state government and
        increasing government efficiency and effectiveness.

S.B. 797 RELATING TO PUBLIC PROCUREMENT             GOH, WAM
S.D. 1   Imposes a numerical limit on nonbid awards to the same
        entity within a 5-year period, unless specially
        approved by the governor or after all eligible
        contractors have been awarded 1 contract; deletes
        certain contracts from this provision; requires
        procurement office to keep records of all contracts.

S.B. 883 RELATING TO HOUSING                        GOH, WAM
S.D. 1   Enables the state finance director to issue short-term
        floating interest general obligation bonds for repair
        and maintenance of public housing.

S.B. 3   RELATING TO THE REAL ESTATE COMMISSION     GOH, WAM
S.D. 1   Increases real estate commission by 3 members who are
        apartment owners of units in condominium property
        regimes; clarifies that moneys in the condominium
        management education fund shall only be used to carry
        out its responsibilities under the condominium
        management education fund only.

S.B. 1059  RELATING TO AGRICULTURE                    ECD, WAM
        Encourages private lenders to provide financing for
        diversified ag by reducing risks through the
        Department's ability to guarantee loans.  Up to 90% of
        the loan plus interest would be eligible.

S.B. 792 RELATING TO REGULATORY PROCESSES       CPN/LRE, WAM
S.D. 1   Clarifies that the automatic permit approval process
        does not apply to County or State permits relating to
        health and safety.

S.B. 803 RELATING TO WORKFORCE RESTRUCTURING        LRE, WAM
        Provides early retirement and voluntary separation
        incentive payments to workforce restructuring
        alternatives.

S.B. 1046  RELATING TO THE CIVIL SERVICE SYSTEM FOR PUBLICLRE,
        WAM
S.D. 1   Authorizes the director of DHRD to work
        collaboratively with the various stakeholders governed
        by chapters 76, 77, 78, 79, 80, 81, and 82, HRS, to
        draft replacement civil service legislation, if
        necessary; report civil service bill to the 2000
        legislature; repeals chapters 76 to 82 effective June
        30, 2000.
