        Requires the DOT, in cooperation with the DBEDT and
        the state procurement office, to authorize the
        implementation of a people mover system using private
        sector funds.  (Ahu Isa)

HB 377     RELATING TO ECONOMIC DEVELOPMENT       TSM/EDB,HED,FIN
        Mandates integration of tourism marketing plans with
        existing and potential information and communication
        technology networks and services.  Creates a
        technology training or job creation tax credit.
        Establishes Hawaii Internet Exchange (HIE) in OTTED
        and includes the development of an internet exchange
        in state economic priority guidelines.  Includes in
        state planning priority guidelines for education, an
        increase in the availability of telecommunication
        equipment for the exchange of information and internet
        access.  Establishes an accelerated information
        technology education and training program within the
        UH.  Authorizes GO bonds to establish fiber optic
        connection to internet for UH and DOE.  (Case)

        Requires the convention center authority to allow
        local bookings if there are no out-of-state bookings
        within a 60-day period of the date of the local

        DISTRICTS                                      TSM,FIN
        Allows counties to enact ordinances to create special
        improvement districts to provide and finance
        supplemental maintenance and security services and
        such other improvements, services, and facilities
        within those districts as the county council finds
        will promote business activity and make and finance
        improvements.  (Chang)

HB 136     RELATING TO TAXATION                           TSM,FIN
        Establishes an income tax credit for the construction
        and renovation of qualified facilities within a
        hotel/resort-zoned district.  (Say)
