        Redefines "special facility" for special facility
        revenue bonds and leases for airports to include cargo

HB 1    RELATING TO CHILD PASSENGER SAFETY          TIA,JDC
HD 1    Requires child under four years old instead of under
        three years old to be properly restrained in child
        passenger seat.  (HIRAKI, et al)

HB 3    RELATING TO USE OF INTOXICANTS              TIA,JDC
HD 2    Amends driving impaired statutes to prevent jury
        trials.  Creates new offense of operating a vessel
        while under the influence of drugs.  (HIRAKI, et al)

HB 123   RELATING TO DRIVING UNDER THE INFLUENCE OF
HD 2    INTOXICATING LIQUOR                         TIA,JDC
        Subjects motor vehicles driven at the time of a 3rd
        DUI offense or an offense of habitually driving under
        the influence of intoxicating liquor or drugs to
        forfeiture law.  (NAKASONE)

HB 212   RELATING TO DRIVING UNDER THE INFLUENCE OF

 


 
HD 1    INTOXICATING LIQUOR                         TIA,JDC
        Imposes a mandatory minimum consecutive jail sentence
        of 48 hours not more than 30-days and a mandatory fine
        of $500 upon any person convicted for DUI who operated
        or assumed actual control of a vehicle passenger, in
        or on the vehicle, who was less than 18 years of age.

HB 4    RELATING TO POLICE ROADBLOCK PROGRAMS       TIA,JDC
HD 1    Provides that failure to comply scrupulously with
        police procedures that exceed the minimum statutory
        roadblock requirements will not invalidate a roadblock
        that otherwise meets the minimum statutory criteria.

HB 5    RELATING TO THE STATEWIDE TRAFFIC CODE     TIA,JDC 
HD 1    Prevents persons with outstanding traffic bench
        warrants to obtain or renew a driver's license.

HD 1    Prohibits the use of a social security number as an
        identification number on a driver's license.  (HIRAKI,

HB 15   RELATING TO THE ADMINISTRATIVE REVOCATION OF A

        Makes housekeeping amendments to the administrative

HD 1    Creates a penalty for driving with an expired driver's

HB 167   RELATING TO MOTOR VEHICLE DRIVER LICENSING   TIA,JDC
HD 3    Establishes a graduated licensing procedure for
        persons under 17.  (SAY, et al)

HB 1210  RELATING TO MOTOR VEHICLE DRIVER LICENSING   TIA,JDC
HD 1    Authorizes the Director Transportation to enter into
        driver's license reciprocity agreements with foreign
        jurisdictions.  (SAY)

HB 11   RELATING TO MOTOR VEHICLES                      TIA

 


 
HD 1    Increases from 11,001 to 12,001 gross vehicle weight
        for a category 4 driver license.  (HIRAKI)

HB 286   RELATING TO SPEEDING                        TIA,WAM
HD 2    Establishes fines for motorists who are convicted of
        driving their motor vehicles at speeds greater than
        the maximum speed limit in school zone or construction
        areas.  (TAKAI, et al)

HB 602   REGISTRATION OF A TRAILER                       TIA
        Extends the time from 20 to 30 days to record the
        transfer of ownership of a trailer, and increases the
        penalty from $5 to $50 for delinquent recording of
        transfer of ownership.  (HIRAKI)

HB 719   RELATING TO ABANDONED MOTOR VEHICLES        TIA,WAM
HD 2    Increases from $1 to $2 the vehicle registration fee
        surcharge which counties may use to properly manage
        abandoned motor vehicles and the wastes that result
        from vehicular use.  (GOODENOW)

HB 851   RELATING TO MOTOR VEHICLE REGISTRATION          TIA
        Removes the requirement that an owner of a vehicle in
        storage present a certificate of inspection that
        issued after the recording of storage, if the
        certificate of inspection expired during the period of
        storage.  (HAMAKAWA)

HB 1401  RELATING TO MOTOR VEHICLE TOWING            TIA,CPN
HD 2    Requires towing businesses to place their name and
        telephone number on the door of their towing vehicles
        and maintain insurance coverage sufficient to protect
        owners of towed vehicles.  (AHU ISA, et al)

HB 1457  RELATING TO THE TRAFFIC CODE                TIA,JDC
        Makes spilling load violations an offense.  (SAY)

HB 1528  RELATING TO PENALTIES AND PROCEDURES ON ARREST TIA,JDC
HD 2    Provides penalties for failure of a driver to have a
        valid driver's license in the driver's immediate
        possession.  (SAY)

HB 1636  RELATING TO TRAFFIC ENFORCEMENT             TIA,JDC

 


 
HD 2    Amends the photo red light imaging and photo speed
        imaging detector demonstration project by including
        other photo technology systems to improve traffic
        enforcement and reduce traffic congestion by producing
        photographic identification of a vehicle which crosses
        longitudinal traffic lane markings.  (HIRAKI)

least 24 hours prior to the hearing.  When faxing, please
indicate to which committee the testimony is being submitted, the
date and time of the hearing, and the required number of copies
needed for submittal.
