 HB 869  RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS
                                                 CAR,LAB,FIN
      Amends the law relating to the SFCA by clarifying the
      roles of the commission, executive director, and
      foundation staff.  Specifies that agencies receiving
      capital improvement appropriations are responsible for
      calculating the 1% due to the works of art special fund.
      Adds remedies for noncompliance.

HB 747   RELATING TO STATE GOVERNMENT                  LAB,FIN
      Requires the 3 executive departments selected pursuant
      to section 4 of Act 230 (1998) to begin the development
      of outcome measures to facilitate the transformation of
      the State's accounting system and the budgeting system
      to a performance-based budgeting system.  Defines
      "outcome measures".




 
HB 1060  RELATING TO PUBLIC EMPLOYEES HEALTH FUND      LAB,FIN
HD1      Eliminates the state and county employer contributions
      for health benefits for dependents of employees hired
      after the effective date of the bill.  Limits employer
      health fund benefits contributions.

HB 1041  RELTING TO THE PUBLIC EMPLOYEES HEALTH FUND   LAB,FIN
      To permit the Health Fund to return the employees' share
      of insurance carrier refunds to beneficiaries based on
      their years of benefit plan participation.

HB 1048  RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND  LAB,FIN
      Requires State and county retired employees and their
      spouses to enroll in the federal Medicare Part B
      insurance program.

HB 1134  RELATING TO REINVENTING GOVERNMENT WITH VOLUNTARY
          SEPARATION INCENTIVES                     LAB,FIN
      To assist the public employers by providing the legal
      authority to pay voluntary separation incentives
      (buyouts) to employees who voluntarily elect to separate
      from service as a restructuring tool to permanently
      reduce workforce size.

HB 1126  RELATING TO FLEXIBLE SPENDING ACCOUNTS        LAB,FIN
      The purpose of a this bill is to require that: (1) all
      Flexible Spending Accounts ("FSAs") participant
      contributions, interest earned, and forfeited
      participant balances be held in trust outside the State
      Treasury, so that the assets of the FSAs are not subject
      to the general creditors of the State and are held for
      the exclusive benefit of the participants and the plan;
      and (2) any interest earned on the contributions and
      forfeited participant balances shall be used to defray
      the monthly participant fees and other administrative
      costs of the FSA Plan ("Plan")

HB 1128  RELATING TO HUMAN RESOURCES MANAGEMENT IN
          STATE GOVERNMENT                          LAB,FIN
      To: (1) provide the Director of Human Resources
      Development with the authority to demonstrate new
      approaches to various aspects of human resource
      management within the Civil Service System.








 
 
 
HB 1250  RELATING TO WORKERS' COMPENSATION             LAB,FIN
      Specifies that the facilitator unit shall not be
      administratively attached to, nor geographically located
      in, the disability compensation division.  Further
      specifies that the workers' compensation facilitator
      unit shall report directly to the director of the
      department of labor and industrial relations.

HB 297   RELATING TO SMOKING IN THE WORKPLACE     HLT,LAB,FIN
HD1      Prohibits smoking in state workplaces.  Requires
      employers with two or more employees to adopt a smoking
      policy.  (HB297 HD1)

HB 301   RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT
                                                    LAB,FIN
      Excludes public employees in bargaining units (2), (3),
      (4), (6), (8), (9), (10), and (13) from mandatory
      binding arbitration.  Allows these public employees to
      participate in a strike on the issue of the amounts of
      contributions by the State and counties to the Hawaii
      public employees health fund.

HB 1416  RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM  LAB,FIN
      Provides Deputy Sheriffs with the Same Retirement
      Benefits as Police Officers and Firefighters.

HB 1373  RELATING TO PUBLIC CONTRACTS                  LAB,FIN
      Requires contractors under a public contract to provide
      their employees with specified minimum wages and days
      off.  Provides for enforcement and penalties.  Exempts
      nonprofit institutions whose chief executive officers
      earn wages at a specified level.
