SB 628     RELATING TO ELECTIONS                              JDC
        Amends election law to add a new definition for
        "ballot issue ION 9.  Section 11-215, Hawaii Revised
        Statutes, is committee". Redefines "committee" to
        exempt any organization which raises or expends funds
        for the sole purpose of production and dissemination
        of informational or educational advertising.  Amends
        other portions of the election law.

SB 629     RELATING TO ELECTIONS                              JDC
        Amends definition of "qualifying campaign
        contribution" and various sections regarding campaign
        expenditures in election law.

SB 630     RELATING TO CAMPAIGN CONTRIBUTIONS                 JDC
        Adds to campaign spending law new sections regarding
        reports for late contributions, limitations on
        contributions during legislative sessions, and
        limitations on contributions by corporations, trade
        organizations or labor organizations.

SB 1502    RELATING TO CAMPAIGN SPENDING                      JDC
        Allows expenses incurred incidental to a political
        campaign fundraiser to be considered legitimate
        expenditures, and requires a candidate or candidate's
        committee to file a report with the campaign spending
        commission disclosing disbursements for electioneering
        communications.


 
SB 1265    RELATING TO ELECTIONS                         JDC, WAM
        Extends first term of 3 members on elections
        appointment panel from 4 to 6 years who will be
        selected by the governor.

SB 1462    RELATING TO ELECTIONS                         JDC, WAM
        Makes the office of elections and the elections
        appointment panel permanent.  Requires the panel to
        create an elections review program to establish
        performance standards for, and to conduct biennial
        performance evaluations of, the operation of elections
        and the conduct of the chief election officer.

SB 910     RELATING TO REAPPORTIONMENT                        JDC
        Pursuant to article IV, section 8, of the Hawaii
        constitution, establishes procedures for the chief
        election officer to conduct a random drawing after a
        reapportionment year in the event the number of
        senators assigned to serve two-year terms are more
        than 12.

SB 914     RELATING TO VOTE COUNT                             JDC
        Specifies that ballots cast includes blank ballots and
        over votes in a question for a constitutional
        convention.

SB 915     RELATING TO CANDIDATE VACANCIES                    JDC
        Requires replacement candidates to fill out an
        application for nomination and take an oath.

SB 575     RELATING TO ELECTIONS                         JDC, WAM
        Requires a manual vote recount for only that race in
        which the difference between the winner and the next
        highest vote getter is less than one percentage point
        of the total number of votes cast for that office.

SB 1264    RELATING TO ELECTION RECOUNTS                      JDC
        Allows a complaint to be filed in a circuit court for
        a recount when the difference in the votes cast for
        winning and losing candidates for an office meets
        specified trigger results.

hours prior to the hearing. Testimony may also be faxed if less

indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.
