S.B. 876,SD 2    RELATING TO RESIDENTIAL LEASE-    HSH, CPC
                 TO-FEE CONVERSION CONVERSION
                 Establishes a fair market value standard (FMVS)
                 for appraising the leased fee interest of condo
                 and co-op housing corp. for leases that do not
                 specify an appraisal standard and for leases on
                 or after effective date of this Act; allows
                 FMVS if lessor and lessee agree for leases
                 prior to date of this Act.

S.B. 1006, SD1   RELATING TO GOVERNMENT REGULATION   HSH, FIN
                 OF GROUP LIVING HOUSING FACILITIES
                 Requires the departments of health and human
                 services to regulate provately-operated group
                 living domestic abuse shelters that currently
                 are not subject to any regulation.

S.B. 1070, SD 2   RELATING TO THE HOUSING AND    HSH, FIN
                 COMMUNITY DEVELOPMENT CORPORATION
                 OF HAWAII
                 Amends "qualified resident;" and definition of
                 "housing owner" to include "very low" income;
                 amends definition of "qualified tenant" to
                 conform to fair housing requirements; lowers
                 the income limits for participation in the

 
 
                 state rent supplemental program; increases
                 tenant's income over two years.

S.B. 1076        RELATING TO INSURANCE PREMIUM    HSH, CPC, FIN
                TAXES
                 Allows insurance companies to utilize the low-
                 income housing credit to offset insurance
                 premimum taxes.

S.B. 1229, SD 1   RELATING TO HOUSING          HSH, EEP/WLU, FIN
                 Creates a revolving fund for homeless
                 assistance; amends conveyance tax law to allow
                 25% of conveyance tax revenues to be paid into
                 the rental housing trust fund and 25% into the
                 homeless assistance fund; appropriates $70,000
                 for capital improvements to Barbers Point for
                 ADA compliance and utilities.

S.B. 994, SD 2   RELATING TO DEPENDENT ADULT      HSH, JHA, FIN
                 AND ELDER ABUSE
                 Establishes an elder abuse commission to review
                 the dependent adult protection law and to
                 report to legislature.

S.B. 1003, SD 1   RELATING TO CHILD SUPPORT    HSH, JHA, FIN
                 ENFORCEMENT
                 Allows a parent who does not contest his or her
                 child support obligations and who is in good
                 standing to opt out of the child support
                 enforcement agency payment program.

S.B. 1048, SD 2   RELATING TO FOSTER BOARDING  HSH, CPC, FIN
                 HOMES
                 Clarifies definition of "foster boarding
                 homes;"requires criminal history checks for
                 first two years of certification and annually
                 and biennially thereafter depending on the
                 certification status of the home.

S.B. 1050, SD 2   RELATING TO THE CHILD            HSH, JHA, FIN
                 PROTECTIVE ACT
                 Defines "abandoned infant;" clarifies court
                 procedures under Child Protective Act.

S.B. 1058, SD 2   RELATING TO RECOVERY OF     HSH, JHA, FIN
                 MEDICAL PAYMENTS
                 Allows the Department of Human Services to
                 subrogate against a third-party recovery for
                 medical assistance payments.
