SB 861     RELATING TO THE GENERAL FUND                   HHS,WAM

        Requires the department of budget and finance to
        dedicate specified percentages of the amount in the
        general fund each year for ten years to programs
        relating to preconceptual, perinatal, early
        intervention, and family support services to age 5.

SB 190     RELATING TO PREGNANT WOMEN AND INFANTS         HHS,WAM

        Creates a commemorative birth certificate whereby
        funds to purchase the commemorative birth certificate
        would go toward a newly established Perinatal Care and
        Support Services Special Fund.

SB 166     RELATING TO THE DISTRIBUTION OF SAMPLE         HHS,JDC
        TOBACCO PRODUCTS AND TOBACCO PROMOTIONAL 
        MATERIALS

        Prohibits the distribution of sample tobacco products
        on or in any public street, sidewalk, or park, or
        within 1,000 feet of any school attended by minors.
        Also prohibits the distribution of tobacco promotional
        materials within 1,000 feet of any school attended by
        minors.

SB 167     RELATING TO HEALTH                             HHS,WAM

        Creates a special fund from tobacco litigation
        settlements and awards to fund healthy living programs
        under the department of health.

 
SB 192     RELATING TO EARLY CHILDHOOD                    HHS,WAM

        Improves the affordability, accessibility, and quality
        of early childhood services.

SB 398     RELATING TO YOUTH                              HHS,WAM

        Appropriates funds to DHS to implement cost-effective
        programs for youth that teach character,
        responsibility, positive social values, and non-
        violence in partner ship with private sector and
        nonprofit organizations.

SB 172     MAKING AN APPROPRIATION FOR THE CHILDREN'S     HHS,WAM
        HEALTH INSURANCE PROGRAM

        Appropriation for the children's health insurance
        program (CHIP).

SB 170     MAKING AN APPROPRIATION FOR THE NEEDS AND      HHS,WAM
        RIGHTS OF CHILDREN

        Appropriates $200,000 for fiscal year 1999-2000, for a
        grant-in-aid for the Na Keiki Law Center of hawaii
        Lawyers Care.

SB 842     MAKING APPROPRIATION TO PROVIDE ADDITIONAL     HHS,WAM
        STATEWIDE COMMUNITY-BASED GATEKEEPER
        TRAINING FOR TEEN SUICIDE PREVENTION AND INTERVENTION

        Appropriates $50,000 to provide additional statewide
        community-based gatekeeper training in five high
        schools for 35 participants each.

SB 843     MAKING AN APPROPRIATION FOR THE                HHS,WAM
        REHABILITATION OF MEMBERS OF YOUTH GANGS

        Appropriates $1,000,000 to expended by DHS to
        implement a rehabilitation porogram for members of
        gangs based on the Redirectional Method.

SB 174     MAKING AN APPROPRIATION FOR THE PEER           HHS,WAM
        EDUCATION PROGRAM

        Appropriates funds to maintain and expand the services
        provided by the department of health's peer education
        program.

SB 836     RELATING TO THE ISSUANCE OF SPECIAL PURPOSE    HHS,WAM
        REVENUE BONDS FOR KUAKINI MEDICAL CENTER

        Authorizes special purpose revenue bonds for Kuakini
        Medical Center.

 
SB 839     MAKING AND EMERGENCY APPROPRIATIONS FOR THE    HHS,WAM
        HANA COMMUNITY HEALTH CENTER

        Makes emergency appropriation to the hana community
        health center for $200,000.
