The Committee on Health and Human Services and the Committee on
Education and Technology held public hearings on Senate bills
that are substantially similar to the House bills on this agenda.
Please focus your testimony on the differences, if any, between
the House and Senate measures.

HB 261   RELATING TO CHILDREN AND FAMILIES       EDU/HHS,WAM
HD1
        Requires the University of Hawaii to develop standards
        to measure child development outcomes; makes
        appropriation to measure child development outcomes.

        (Similar to SB 191 SD1, heard on 2/19/99)

HB 259   RELATING TO EARLY CHILDHOOD ASSESSMENTS  HHS/EDU,WAM
HD3
        Provides parents or guardians of a child access to
        screening for their child for psychological and
        physiological development between the child's second
        and third birthday.  Requires the Department of Health
        to plan and develop a screening tool.

HB 287   MAKING AN APPROPRIATION FOR THE PEER    HHS/EDU,WAM
HD1     EDUCATION PROGRAM


 
        Appropriates funds to maintain and expand the services
        provided by the Department of Health's peer education
        program.

HB 899   MAKING AN APPROPRIATION FOR DRUG        HHS/EDU,WAM
HD1     TREATMENT, COUNSELING, AND INTERVENTION
        SERVICES AT KING INTERMEDIATE SCHOOL

        Appropriates $1 in FY 1999-2000 and FY 2000-2001 for
        substance abuse treatment, counseling, and
        intervention services at King Intermediate School.

        (Similar to SB 1196, heard on 2/19/99)

HB 1663  RELATING TO HEALTH                      HHS/EDU,WAM
HD2
        Requires the Department of Education to evaluate,
        identify, and report to the Department of Health any
        suspicious increase or significant clusters of disease
        or illness suspected to be related to environmental
        contamination.  Requires the Department of Health to
        work cooperatively with the Department of Education to
        identify, investigate, and report to the public
        concerning such significant clusters or increases of
        illness.  Requires a study of students at four schools
        for the presence of environmental contamination.
        Requires the Department of Health to test water and
        soil.  Requires the Department of Health rather than
        the Department of Education to establish rules to
        determine the eligibility of exceptional children for
        instruction, special facilities, and special services.
