HB 1012    RELATING TO THE CLEAN HAWAII FUND          EEP/EDB,FIN
        Continues the use of special funds in the Clean Hawaii
        Fund for the purpose of marketing and promoting the
        development of recycling and remanufacturing
        businesses.

EDB/WLU JOINT HEARING:

HB 1022    RELATING TO COMMUNITY DEVELOPMENT          EDB/WLU,FIN
        Repeals the Hamakua Development District which has
        since been superseded by subsequent activities in
        Hamakua.

EDB/HED JOINT HEARING:

HB 965     RELATING TO THE UNIVERSITY OF HAWAII       EDB/HED,FIN
        Creates a separate line item in the budget for the
        small business development center at UH-Hilo.
        Appropriates funds to the center.

EDB/TSM JOINT HEARING:

HB 1618    RELATING TO THE PROMOTION OF HAWAII AS A SITE FOR
        NATIONAL AND INTERNATIONAL CONFERENCES     EDB/TSM,FIN
        Establishes the national and international conference
        promotion revolving fund to provide startup moneys to
        qualified Hawaii organizations for the planning,
        organizing, marketing, and producing of national and

        DEFENDER POSITION AND OTHER SUPPORT PERSONNEL
        ESTABLISHED UNDER ACT 168, SESSION LAWS OF HAWAII 1998
                                                   EDB,CPC,FIN
        Funds Small Business Defender position established
        under Act 168, Session Laws of Hawaii 1998.

HB 378     MAKING AN APPROPRIATION TO THE HAWAII MAIN STREET
        PROGRAM                                        EDB,FIN
        Appropriates funds to DLNR to maintain, promote, and
        support the Hawaii Main Street program.

HB 666     AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS
        AND MAKING AN APPROPRIATION FOR A BIOTECHNOLOGY CENTER
                                                       EDB,FIN
        Appropriates an unspecified sum for the development of
        a biotechnology center.

HB 770     MAKING AN APPROPRIATION TO MATCH FEDERAL FUNDS FOR THE
        ESTABLISHMENT OF MANUFACTURING EXTENSION PROGRAMS
                                                       EDB,FIN
        Appropriates general revenues for the establishment of
        manufacturing extension programs; provided that there
        are matching federal funds.

HB 1029    RELATING TO PERMIT PROCESSING              EDB,CPC,FIN
        Changes the name of the "consolidated application
        process" to "facilitated permit process."

HB 1079    RELATING TO THE CONVERSION OF BUSINESS ENTITIES
                                                   EDB,CPC,FIN
        Allows corporations, partnerships, limited liability
        partnerships, and limited liability companies to
        convert into any other form of business entity
        provided by Hawaii law.

HB 1080    RELATING TO THE NAMES OF CORPORATIONS, PARTNERSHIPS,
        AND LIMITED LIABILITY COMPANIES            EDB,CPC,FIN
        Gives corporations, partnerships, limited liability
        partnerships, and limited liability companies the
        ability to seek administrative relief against other
        entities who have registered or use a name that is
        substantially identical or confusingly similar to

HB 1270    RELATING TO THE UNIFORM UNINCORPORATED NONPROFIT
        ASSOCIATION                            EDB,CPC/JHA,FIN
        Adopts the Uniform Unincorporated Nonprofit
        Association Act.  Gives entity separate identity from
        members for purposes of transfer of real property,
        liability in contract and tort, and standing in a
        claim.

HB 140     RELATING TO PUBLIC-PRIVATE INFRASTRUCTURE PARTNERSHIPS
                                                       EDB,FIN
        Creates a public-private infrastructure program to
        transfer projects to improve infrastructure systems
        and facilities from the State and local governments to
        the private sector or to expedite and allow the
        creation of infrastructure systems and facilities.  

HB 667     RELATING TO PUBLIC-PRIVATE INFRASTRUCTURE PARTNERSHIPS
                                                       EDB,FIN
        Creates a public-private infrastructure program to
        transfer projects to improve infrastructure systems
        and facilities from the State and local governments to
        the private sector or to expedite and allow the
        creation of infrastructure systems and facilities.  

HB 830     RELATING TO SECURITIES                         EDB,CPC
        Authorizes small companies to raise capital through
        small corporate offerings registration (SCOR), a
        uniform registration system that allows small
        companies to obtain equity financing by selling common
        stock directly to the public.

HB 1349    RELATING TO REGULATORY PROCESSES           EDB,CPC,FIN
        Amends the automatic permit approval process
        established by Act 164, Session Laws of Hawaii 1998.
        Adds more specific requirements regarding the
        completeness of applications and additional exemptions
        to extend time limits, and provides for an expedited
        appeals process for the timely resolution of disputes.
