HB 122 HD2 RELATING TO PUBLIC CONTRACTS                    GOH
PROP SD1 Provides penalties for failure of a contractor to
        promptly pay a sub-contractor. Amended to require
        contractors providing group living arrangements to
        be licensed by the appropriate state agency.

HB1338 HD1 RELATING TO PUBLIC CONTRACTS                    GOH
PROP SD1 Requires 5% state retention from contractors; also
        applicable between contractors and sub-contractors;
        includes sub-contractors who sub-contract. Formally
        authorizes the chief procurement officer to enter
        into project labor agreements.

HB1593 HD1 RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE TIA,GOH
SD1     Designates the chief engineer/director/manager as
        chief procurement officer for each county boards of
        water supply; establish standards and criteria for
        project labor agreements consistent with the United
        States President's memorandum dated June 5, 1997;
        projects $10.0 million or more may be authorized by
        the chief procurement officer; provides cost savings,
        efficiency and quality; labor-management stability;
        compliance with safety and health; equal opportunity,
        labor and employment standards. Defines resident
        contractor.

HB1350 HD1 RELATING TO THE USE OF RECYCLED OIL        LRE, GOH
        Requires the procurement officer to purchase oil
        with the greatest content of recycled oil.

PROPOSED SD1 for HB 122 HD1 and HB 1338 HD2 shall be available on
Tuesday, March 30, 1999 in room 220.
