HB 747 HD1 RELATING TO STATE GOVERNMENT               GOH, WAM
PROP SD1 Specific criteria that the managed process
        committee shall use when developing costing
        models and ensuring correct allocations of 
        overhead costs; use of uniform accounting standards
        to evaluate efficiency, effectiveness and economy
        of the purchase; establishes a joint task force
        to revisit studies on improving government services;
        requires government agencies to prepare goals and
        objectives in determining budget priorities;
        prohibit agencies from charging each other for
        services paid for by general funds; requiring
        independent financial audits of state agencies;
        charging each government agency for insurance
        costs; places the advocacy services for persons
        with developmental disabilities and mental illness 
        in the office of the consumer protector; prohibits
        issuinance of a permit for medical waste disposal
        within 500 feet of any residential dwelling.

HB 985 SD1 RELATING TO PROCUREMENT                    GOH, WAM
        Provides for indegenous plant use; pollution 
        control; energy efficiency/life cycle costing;
        value engineering; amends contract retention;
        increases service contracts to $25,000; use of
        instructional material by the physically handi-
        capped and the visually impaired; exempts chapter
        42F and 103F; includes chief engineer of boards of
        water supply; annual inventory reporting by counties;
        repeals Parts III and V of chapter 103, HRS; 
        membership of civil service; preference to community
        rehabilitation programs.

HB 747 HD1 Proposed SD1 shall be available on Friday, March 19,
1999 in room 220.

the hearing, and the required number of copies needed for submit-
tal.

interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.
